국제태권도연맹과 세계태권도연맹 조직체계의 특성 비교

이 연구는 태권도의 통합과 발전, 그리고 재도약의 정초를 마련하기 위한 목적으로 국제태권도연맹(ITF)과 세계태권도연맹(WTF)의 조직체계와 활동, 성향 등을 비교․분석한 것이다. 논의 결과, 두 연맹은 탄생부터 반목해 왔으며, ITF는 내부적인 분열까지 진행되어 왔음을 인지할 수 있었다. 그러나 두 연맹이 지향하는 태권도는 조직체계, 성향에 상당한 차이가 존재함에도 불구하고 태권도 정신만은 유사한 내용을 기반으로 하고 있음을 발견할 수 있었다. 이는 두 연맹이 통합할 수 있는 순기능적인 밑거름이 될 것으로 판단된 것이다. 따라서 향후 ITF와 WTF는 근시안적인 이윤추구에 앞서 태권도의 고유정신을 기반으로 한 세계화에 힘을 모으고, 첫 단계로서 분열되어 있는 ITF 내의 통합을 성취한 후 WTF가 포용력을 갖고 ITF와 통합할 수 방안을 모색해야 할 것이다. 이와 함께 태권도는 세계화를 가속화하기 위한 장치로서 경기에 흥미를 더할 수 있는 방안을 마련하여야 하는 것이 중요한 요인으로 대두되었다. 태권도계도 예외 없이 시대에 따라 스포츠가 변화함을 직시하고 이에 부응할 수 있는 잠재능력을 확대해야 하는 것이다.
Abstract
Taekwondo is widely recognized as Korea’s national sport. The construction of the 2009 Taekwondo Park and the confirmation that the sport will return for the 2012 Olympics seem to mark Taekwondo’s continued success. However, the future of the sport is not assured as mixed martial arts competitions are rising in popularity and the international management of Taekwondo currently remains division. Two separate professional Taekwondo organizations coexist: World Taekwondo Federation(WTF) and International Taekwondo Federation(ITF). Over the last 30 years the WTF and ITF have disagreed with one another over basic issues such as curricula and training methods. The two federations have contributed to the internationalization of Taekwondo in different ways, but the divide between them hinders additional development. Researchers and professionals have repeatedly raised the issue of integration, but always without success. The failure of previous efforts may have been because of insufficient data regarding the detailed structure and aims of the WTF and ITF. This research addresses that issue by providing data on the foundation and history of the two organizations, their current organizational structures, and their current activities and aims for the development of Taekwondo. The hope is that this new data will better inform future plans for the integration of the WTF and ITF in order to better secure the future of Taekwondo. The results indicate that the origins of the two organizations are rooted in ideological conflict as the ITF arose from internal disagreements within the WTF their mutual antipathy has been sustained by repeated ideological conflicts ever since. Furthermore, their organizational structures, management methods, and development agendas remain different. However, their philosophical view of Taekwondo is similar. Therefore this research suggests that the WTF and ITF focus on their mutual appreciation of Taekwondo as a starting point for ameliorating their ideological differences in an effort to secure the globalized future of the sport.
