Abstract

The reunification of Korea is the necessary subject that cannot be abandoned in order to update the future and vision of the Korean people. The ways to unify the Korean peninsula are by force, by absorbtion, and by peaceful coexistence. This study focuses on the unification of peaceful coexistence as a way of unification, and on the phased federal state based on the three principles (the federalism, the principle of the separation of power, the constitutionalism) and the five rules (the rule of phased unification, moderate unification, practical unification, acceptance of diversity, and the integration) as a form of the federal state. For convenience sake, the federal system is classified into the three stages – first, the combined federalism, second, the federalism, third, the detailed federalism. To build and maintain the unified state, it is necessary to secure the budget plan and authority of combined federal system. There are several instances of securing budget – EU, China, North Korea, and so on. EU suggests to the Korean unification that these types of incomes help secure the budget of the first-phased combined federalism. This suggest that these systems can help the plan for securing federal budget of the second and the third federal system. China study argues that that although the current economy of the North Korea is operated in 80% of market economy. However, if the national system is secured, it will be completely converted into the socialist market economy like China. Thus, in the combined federalism (1st phase), the budget of the federal state should be secured by the corporate and income taxes from the two Koreas share, customs duty, VAT, national bonds, ecological parks and peace cities that will be created in DMZ, and the capital of the federal state, and so on. In the federalism (2nd phase) and the detailed federalism (3rd phase – the perfect unified state), the authority of the unified federal government will be widened. It is judged that North Korea will be converted into the socialist market economy, so the nation will be operated by different taxes.
