이 글은 1960년대와 1970년대에 벌어졌던 남북한의 체제경쟁이라는 관점에서 북한의 국가전략을 살펴보고 북한의 사회주의 방식 경제성장전략을 검토하려고 한다. 남한 사회에서 흔히 ‘박정희식 개발연대’라고 불리는 1960년대와 1970년대는 남북한의 체제경쟁과 경제성장전략이 비대칭적이면서도 총력동원의 형태로 진행되었던 시기이면서 동시에 남북한의 성공과 실패가 역전되고 또 결정되던 시기였다. 이 글이 다루고 있는 주요 내용은 1960년대와 1970년대 북한의 국가전략과 경제성장전략에 대한 북한 당국의 공식적인 역사 서술, 남한 사회의1960~70년대 북한 경제성장전략에 대한 평가, 남북한 비교의 관점에서 제기되는 북한 경제성장전략과 관련한 쟁점, 현재 시점에서 1960~70년대 북한 경제연구가 던지는 시사점 등이다.
Abstract
This paper investigates the national strategy of the DPRK from the point of view of the national system competition between the two Koreas in the 1960s and the 1970s and reviews the industrialization in the manner of the DPRK’s socialism. In the 1960s and the 1970s, an era which is often called as ‘the Developmental Era of Park Chung-hee’ in the South Korean society, the two Koreas enacted national system competition and industrialization asymmetrically and at full strength and, also, the success and failure of the two Koreas were crossed and determined. The main objects of this study are the official recordings of the DPRK concerning its national strategy and industrialization in the 1960s and the 1970s, the critical evaluation of North Korean economy by South Korean economists, the analytical issues concerning North Korean economic development strategy from a comparative point of view between the two Koreas, and the practical implications of this study for the present inter-Korean economic cooperation.
