해외 예술강사 사례를 통해 본문화예술교육사 제도의 방향

2013년부터 시행된 국내 문화예술교육사 자격 제도의 바람직한 방향을 해외 예술강사 사례로 살펴보는 이 연구는 미국, 영국, 일본, 프랑스, 캐나다, 핀란드의 6개국의 사례의 분석을 통해 이루어졌다. 문화예술교육사는 학교 등에서 교육 활동을 하는 예술가인 예술강사를 포함하여 문화예술 전반의 전문성을바탕으로 문화예술교육 활동에 참여하는 전문 인력으로서, 일정한 자격을 갖추어 국가가 공인한 자격을갖는 자격제도를 의미한다. 정부가 공인한 자격증인 문화예술교육사가 해외의 예술강사 사례와 정확하게일치한다고 보기는 어렵지만, 오랫동안 정부와 지역기관 예술가의 파트너십을 통해 교육 활동에 참여하는 해외 예술강사 사례는 바람직한 문화예술교육사 제도의 방향을 찾는데 의미 있는 시사점을 줄 수 있을 것으로 보았다. 이 연구에서는 다음과 같은 제언을 하였다. 첫째, 문화예술사를 통한 예술통합교육의가능성을 찾고자 하였다. 둘째, 지역문화예술기관의 독자적인 프로그램 지원 및 광역지원센터의 활성화를촉구하였다. 셋째, 문화예술교육사의 명확한 역할 및 정체성을 확립을 주장하였다. 넷째, 전통문화예술을강화하고 다양한 문화예술분야의 전문성을 포함할 수 있는 분류체계의 개선이 필요함을 언급하였다. 마지막으로 계속적인 문화예술교육사의 질 관리를 통한 제도운영의 실효성을 높일 수 있어야 한다는 내용을 포함한 위의 내용을 통해 본 제도가 바람직한 방향성을 갖고 실행되어야 함을 논의하였다.
Abstract
This article analyzes the overseas teaching artist cases of United States, United Kingdom, Japan, France,Canada and Finland to find a direction for Arts & Culture Education Instructor System in Korea which isbeing conducted since 2013. Arts and Culture Education Instructor is the professional manpower who involvesthemselves in Arts and Culture Education, including art instructors who are performing educational activitiesin places as schools, and also means the national certificate entitled by law to perform design, progress,analysis, evaluation and business on art and cultural education. Though there is distance between Arts &Culture Education Instructor as a national certificate and overseas teaching artist cases, this article tries to findappropriate direction of Arts & Culture Education Instructor System by looking into various overseas caseswhere the artists and local administration associate with educational activity though partnership. This articlesuggests a few implications through overseas cases. First, Arts & Culture Education Instructors can embody theart integrated education. Second, Arts & Culture Education Instructors can support individual local communitycenter and its art educational programs. Third, Arts & Culture Education Instructor’s role and its identificationshould be clearly defined. Forth, the classification of art genre should be reconsidered so as to reinforcestraditional-cultural art and embraces diverse artistic professionalism on art and cultural area. Finally, qualitymanagement program for Arts & Culture Education Instructors should be conducted constantly.
