텍스트마이닝을 통한 김정은 시기 경제정책 연구 - 토픽 모델링 분석을 중심으로 -

본 글의 목적은 북한의 현 상황에서 텍스트마이닝 분석을 통해 김정은 시기의 북한 경제정책을 연구하는 것이다. 선대와 비교하여 김정은 정권은 짧은 기간 동안에 많은 변화가 있었다. 남북한 간 화해모드 조성과 북미 정상회담 실시로 평화에 대한 기대감이 어느 때보다 높아졌으나, 이어지는 대북제재와 코로나19, 수해 등의 자연재해로 다시 북한은 폐쇄적인 입장을 보이고 있다. 이렇게 김정은의 의도를 예측하기 힘든 상황에서 북한의 경제 관련 정기간행물 『경제연구』에 대한 텍스트마이닝 분석을 통해 김정은 시기 북한 정권의 의도를 경제적 측면에서 파악하고자 한다. 토픽 모델링 분석 결과 2012년, 2014년과 2015년에 ‘김정일’, ‘김일성’이 등장한다. 3대 세습이 이어지는 상황에서 선대의 이름을 자주 사용하고 정권의 지속성을 강조하여 후계자로서 세습의 정당성을 강화하고자 한 것으로 판단할 수 있다. 두 번째 토픽 2016년과 2017년에 나타나며 ‘기업소’, ‘기업체’, ‘경제적’, ‘합리적’, ‘경쟁력’ 등 사회주의 기업소와 관련한 키워드가 두드러진다. 세 번째 토픽은 2018년과 2019년으로 두 번째 토픽에 이어 기업소 관련 키워드에 더하여 ‘개발구’, ‘활성화’의 키워드와 ‘과학적’, ‘과학화’의 키워드가 등장한다. 본 연구에서는 현재 국내에서 입수 가능한 2019년 말 자료까지를 대상으로 분석하였으나, 코로나19로 폐쇄되었던 국경이 열리고 김정은 집권 기간이 길어져 분석 대상 데이터가 늘어날 경우 텍스트마이닝 분석에 따른 분기별, 연도별 변화경향성이 더 뚜렷하게 드러날 것이다. 또한 본 연구에서 『경제연구』 게재 논문 전체를 대상으로 하여 분석을 실시하였으나 경제관리, 무역, 금융, 과학기술, 개혁개방 등 연구하고자 하는 특정한 세부주제를 선정하여 키워드 분석을 실시할 경우 각 주제에 대한 정책방향의 세밀한 변화를 읽을 수 있을 것이라고 기대하며 이는 향후 연구과제로 남겨둔다.
Abstract
The purpose of this article is to study the North Korean economic policy of the Kim Jong-un period through text mining analysis in the current situation in North Korea. Compared to its predecessors, the Kim Jong-un regime has undergone many changes in a short period of time. In such a situation where it is difficult to predict Kim Jong-un's intentions, the economic intentions of the North Korean regime during the Kim Jong-un period can be obtained economically through text mining analysis of the periodical publication 『Economic Research』 of North Korea. As a result of topic modeling analysis,'Kim Jong-il' and'Kim Il-sung' appeared in 2012, 2014, and 2015. It can be judged that it was intended to reinforce the legitimacy of the inheritance as a successor by frequently using the name of the predecessor and emphasizing the continuity of the regime in the context of the three generations of succession. The second topic appears in 2016 and 2017, and keywords related to socialist enterprises such as'enterprise','enterprise','economic','reasonable', and'competitiveness' stand out. The third topic is 2018 and 2019. Following the second topic, keywords such as'development zone' and'activation' and'scientific' and'scientific' appear in addition to the keywords related to business establishments. In this study, data were analyzed until the end of 2019, which is currently available in Korea. In the future, the longer the term of Kim Jong-un's power, the more prominent the tendency of quarterly and yearly changes will be. In addition, in this study, analysis was conducted on the entire thesis published in 『Economic Research』. We expect to be able to read detailed changes in the policy direction of Korea, and this remains for future research.
