지정학 이론의 관점에서 본 완충국가의 전략핵무기 보유에 대한 고찰 -북핵을 중심으로-

본 연구는 완충국가에 의한 핵 전략무기 보유가 가지는 의미를 북핵을 사례로 하여 지정학 이론 관점에서 분석하는 데 있다. 현재 국제정치구조의 다극화가 관찰되면서, 강대국 간 세력균형이 국제정치 주요 동력으로서 활발하게 재등장하고 있다. 그리고 세력균형이 국제정치 주요 동력으로 작동되었을 때 강대국 간 충돌하는 지리적 지점과 깅대국 간 균형 형성의 경향을 가리키는 학문이 바로 지정학이다. 본고는 역사적으로 한반도가 강대국 간 대립의 주요 충돌점으로 작동되어 왔다는 점을 고려하여 지정학 관점에서 북핵에 대한 이론적 사례 연구를 살펴보고자 한다. 연구의 분석틀은 하트랜드 이론과 완충체계 이론 등을 기본으로 한 완충국가에 관한 지정학 이론으로 구성되며, 이론적으로 완충국가 및 완충 체계 정의와 군사기술혁신이 가지는 완충체계 및 완충국가에 대한 지정학적 영향을 규정한다. 다음으로 분석틀에 비추어 북한의 핵 전략무기 고도화 중 핵폭탄과 대륙간탄도미사일에 초점을 맞춘 사례 검증을 한다. 그 사례 검증 결과를 바탕으로 하여 결론 부분에서는 지정학 이론에서 본 완충국가의 핵보유 효용과 영향을 밝히고자 한다. 이론적 사례연구 결과, 북핵 고도화로 인한 군사능력 향상으로 북한은 완충국가 지위를 벗어날 가능성이 생겼으며, 이와 더불어 동북아시아 완충 체계의 변용이 일어날 수 있다고 결론지었다.
Abstract
The purpose of this article is to assess the impacts of nuclear weapons’ advancement of a buffer state on a buffer system in the terms of the theory of geopolitics, theoretically case-studying DPRK (North Korea). Geopolitics has nowadays become refocused in international politics and security because the Ukraine War and the rise of China indicate that the world has been reshaped from globalism-oriented US unipolar system to more internationalized multipolar one. In this way, that balance of power among great powers revives and has to have geopolitical collision points among them, one of which has been the Korean Peninsula historically.The structure of this article is firstly to clarify this theoretical framework so that positing the definition of what makes nation-states and its system “buffer” and what military advancement means in geopolitical theories, such as the Heartland theory and Buffer System theory. Secondly, this article will assess how advanced the nuclear strategic weapons, which ICBMs represent, of North Korea became. Finally, based on the outcomes attained in the research process, it will conclude how geopolitically influential nuclear weapons’ advancement of a buffer state on a buffer system would be. In conclusion, as a result of the theoretical case-study, the advancement of nuclear strategic weapons can make North Korea get out of the position of a buffer state and the buffer system in Northeast Asia changed.
