본 논문에서는 지정학적 완충체계에 대한 기존의 연구들을 비판적으로검토하여 종합적인 이론틀을 구성하고, 이를 한반도 사례(임진왜란, 청일전쟁, 러일전쟁, 한국전쟁기의 완충체계)에 적용하고자 하였다. 이를위해 먼저 여러 학자들이 정의한 개념의 공통점과 차이점, 문제점을 분석하여 보다 개선된 개념정의를 제시하였다. 그리고 이 개념을 토대로완충체계의 형성과 소멸, 체계의 안정과 불안정 등 완충체계의 동학을규명하고자 하였다. 완충체계의 동학은 주로 관련 강대국의 경쟁에 의해 결정되며, 강대국 사이의 세력 격차가 작을수록 경쟁이 격화되는 경향을 보인다. 이때 경쟁의 객체가 되는 완충국의 군사력이 강할수록 강대국의 경쟁을 완화하는 완충효과가 발휘되지만 그 영향력이 크지는 않다. 그러나 완충국은 군사적, 외교적 대응을 통해 자국의 운명에 큰 영향을 미칠 수 있다. 완충국의 군사력이 비교적 잘 정비되어 있고, 경쟁강대국 중 강한 쪽에 편승할 경우 생존의 가능성은 가장 크다.한반도의사례에서는 모두 강대국간 세력격차가 줄어든 상황에서 전쟁이 발생하였다. 그리고 완충체계 내의 한쪽 강대국에 편승한 경우 국가의 독립을유지할 수 있었다.
Abstract
This study is intended to offer basic framework for buffer system theoriesby analyzing the preceding studies and korean cases(the periods of Imjin War,Sino-Japanese War, Russo-Japanese War and Korean War). To accomplish theobjective, this study has conducted the following. First, the similarities,differences, and problems related to the concepts defined by various scholarswere analyzed and improved concepts were established. Second, dynamics ofthe buffer system including the following were identified: formation anddestruction of the buffer system; stability and instability of the system. Dynamics of the buffer system is usually determined by the competition ofneighboring strong states(i.e. buffered states): The less power gap betweenbuffered states tends to cause the more competition between them. Meanwhile,the buffer effect alleviating the competition of buffered states works when thebuffer state has effective military force. But the influence of buffer state isminimal. The military and diplomatic responses of buffer states, however, mayhave a tremendous impact on their destiny. When the buffer state has theeffective military force and takes 'the leaning to the stronger side strategy', itcould get more chances of survival.
