이 연구는 도시 개발로 구도심의 소멸이 가속화되는 지역 중 하나인 경기도 파주시의 경기공유학교 문화예 술교육이 지역 격차 해소에서 나아가 지역 공생 측면에서 지니는 의미를 알아보고자 진행된다. 학교가 학습자 의 삶을 위한 교육으로 역할을 확장하고 학습자의 성장을 위한 삶의 공간으로 나아가기 위해 학교만의 울타리 로 버텨내기보다 학교의 역할을 함께 나누고 지원하는 교육 정책을 통해 지역 격차 해소 방안을 이해하기 위 하여 시작되었다. “지역 사회와의 협력을 기반으로 학생 개인의 특성에 맞는 맞춤 교육과 다양한 학습 기회를 보장하기 위한 학교 밖 교육활동과 시스템을 포괄하는 지역교육 협력 플랫폼”인 경기공유학교는 지역의 물리 적 특성과 학습자의 수요를 반영한 프로그램을 중심으로 지역자원을 활용한 학교 밖 교육활동이다. 본 연구는 경기공유학교에서 진행되는 문화예술교육 프로그램 운영에 대한 설문 조사와 운영 결과에 대한 참여자, 강사, 학부모의 심층 면담을 토대로 지역 공생의 방향에서 학습자의 성장에 미치는 영향을 이해하고, 이를 통하여 지 역 협력 교육을 통한 정책이 지역 격차를 넘어 지역 공생에 미치는 영향 정도를 탐색하고자 이루어진다. 지역 자원을 활용하여 지역의 특성을 살려 지역교육 협력의 다양한 프로그램이 운영될 수 있도록 자원을 발굴하고, 인적, 물적 자원과 협력하는 정책 방향은 지역 편차에 따른 교육적 불평등을 해소하는 역할도 함께 할 수 있 다. 지역 협력의 문화예술교육 정책이 갖는 의미는 지역의 특성을 살려 지역에서 실행이 가능한 방향에서 첫 째, 지역의 자원을 활용한 전문적이며 심도 있는 학습 기회의 확장으로 지역 격차를 해소하고 지역에 대한 자 긍심을 이끌어 이루어 낼 수 있다. 둘째, 지역소멸의 위기에서 지역 공동체의 역할을 확대하는 한편 균등한 교 육 기회 제공을 통해 긍정적 자아 성장을 이루어 갈 수 있다. 셋째, 지역 공생의 방향에서 함께 하는 협력의 관계로 공동체성을 증진할 수 있다. 넷째, 이로써 지역 사회의 이해로 지역의 일원으로서 지역에 대한 긍정성 을 회복할 수 있다. 지역과 함께하는 지역교육 협력의 교육적 활동을 위한 정책은 지역 안에서 지역 간의 격차 완화, 지역 사회와 협력의 확산으로 학습자 맞춤형 교육활동에 대한 요구와 성장을 지원하면서 지역 공생의 의 미를 토대로 지역소멸과 신도시와 구도시의 격차를 완화할 수 있다는 점에서 의미를 지닌다.
Abstract
This research is being conducted to investigate the significance of the cultural and arts education at Gyeonggi Gongyoo Hakgyo in Paju, Gyeonggi Province, one of the areas where the disappearance of the community spirit is accelerating due to urban development, in terms of community coex- istence, going beyond elimination of regional disparities. In order for schools to expand their role to education for the lives of students and to become a living space for students' growth, rather than en- during the fences of the school alone, we have begun to understand the solution to regional dis- parities through education policies that divide and support the role of schools together. Gyeonggi Gongyoo Hakgyo is a "regional education cooperation platform that encompasses out-of-school edu- cational activities and systems to ensure customized education and diverse learning opportunities tail- ored to the individual characteristics of students based on cooperation with the local community," and is an out-of-school educational activity that utilizes local resources, focusing on programs that reflect the physical characteristics of the region and the needs of students. Based on a questionnaire survey on the operation of the cultural and arts education program held at Gyeonggi Gongyoo Hakgyol and in-depth interviews with participants, instructors, and parents regarding the operation results, this study aims to understand the impact on the growth of students in the direction of com- munity coexistence, and through this, explore the extent to which policies through community coop- eration education have an impact on community coexistence beyond regional disparities. The policy direction of utilizing regional resources and regional characteristics to discover resources and coop- erate with human and material resources so that various regional educational cooperation programs can be operated can also play a role in eliminating educational inequality due to regional deviations. The significance of regional cooperation culture and arts education policy is that it is a direction that can be implemented locally by utilizing regional characteristics. First, it can eliminate regional dis- parities and lead to pride in the region by expanding specialized and in-depth learning opportunities using regional resources. Second, it can achieve positive self-growth by providing equal educational opportunities while expanding the role of the local community in the crisis of regional disappearance. Third, it can promote community spirit through a cooperative relationship in the di- rection of regional coexistence. Fourth, it can restore positivity for the region as a member of the re- gion through understanding of the local community. The policy for educational activities of regional educational cooperation with the region is meaningful in that it can alleviate regional disparities within the region, support the needs and growth of learners for customized educational activities through the expansion of cooperation with the local community, and alleviate regional disappearance and disparities between new and old cities based on the meaning of regional coexistence.
