Abstract
This article analyzes the formation and development of North Korean folklore studies in relation to changes in the policies of the Workers’ Party of Korea. Immediately after liberation in 1945, folklore studies in North Korea began with an emphasis on inheriting national culture, but their scope and direction continuously shifted according to ideological guidelines from the Party. Initially (1945–1955), North Korean folklore aimed primarily at overcoming Japanese colonial remnants and systematically preserving national cultural heritage. The Kim Il-sung regime emphasized cultural heritage inheritance and national identity by collecting various folklore materials and establishing institutions dedicated to folklore studies. After 1955, alongside the strengthening of the Juche ideology, North Korean folklore studies more explicitly embraced the inheritance of national cultural heritage. Under the Party’s nationalist policy, research concentrated particularly on emerging lifestyle cultures in rural and urban areas. Additionally, the popularization of folklore studies was promoted through the establishment of folk museums. From 1967 onward, North Korean folklore was transformed into a tool for consolidating revolutionary traditions and establishing the monolithic ideological system. Research on national cultural heritage was curtailed, and emphasis shifted primarily to revolutionary history. Folklore studies were restricted to a subsidiary role within historical research, weakening their independence as an academic field. From the 1970s, attempts were made again to balance the national cultural heritage with revolutionary traditions, but folklore studies remained largely subordinate to historical scholarship. Beginning in the late 1980s, external exchanges prompted North Korean authorities to utilize folklore, establishing a “Folklore Amusement Park” in Pyongyang and a “Folk Inn” in Kaesong. Furthermore, a state-level committee was established to compile folklore-related books, culminating in the publication of “The Folklore Traditions of Korea” in 1995. Consequently, the North Korean regime managed to strike a pragmatic balance, integrating rather than exclusively selecting between the dual legacies of revolutionary tradition and national cultural heritage. Currently, folklore studies in North Korea occupy an independent position within the academic system, actively fulfilling the directives of the Party.
