1973년 1월 ‘중화학공업화 선언’ 이후 우리나라는 철강, 비철금속, 조선, 기계, 전자, 화학을 6대 전략업종으로 선정하고, 각 산업에 대한 집중 지원 정책을 시행하였다. 그결과 상기 산업에서 우리나라는 세계 시장을 선도하는 성과를 거두었다. 이에 따라 우리나라의 중화학공업 정책의 개발‧집행‧성과평가 뿐 아니라 그 과정 속의 행위자의 역할 등 다양한관점에서 논의가 이루어졌다. 그럼에도 불구하고, 중화학공업 정책 수립의 초석 역할을 하였던 한국과학기술연구원의 ‘중공업 발전의 기반(1970년 발간)’에 대한 논의는 매우 제한적이다. 이에 따라 본 연구에서는 ‘중공업 발전의 기반’의 주요 내용을 심층고찰하고, 경제 성장초기 단계에서의 산업별 정책 수립과 그 과정에서의 연구기관이 수행했던 역할을 재조명하였다. 연구결과 ‘중공업 발전의 기반’은 산업 현장에 대한 깊은 이해에 기반하여 파급효과가큰 중공업 부문을 발굴하고, 산업별로 투자‧수급‧가치사슬‧기술경쟁력에 대한 면밀한 조사를 통해 맞춤형 육성계획을 제시하고 있음을 확인하였다. 실제로 ‘중공업 발전의 기반’에서 제안된 정책은 오늘날 상당부분 실현되어 각 산업 글로벌 경쟁력 확보의 뿌리를 이루고 있다. 이러한 분석에 기반하여 본 연구는 후발국의 중공업 정책 수립을 위한 가이드라인(모델) 을 제시하고, 거시 경제 정책 뿐 아니라 미시 산업 정책과의 조화가 중요함을 시사하며, 그속에서 과학기술계 연구기관이 중요한 역할을 할 수 있음을 제시하였다. 본 연구가 우리나라의 초기 산업화 과정에서의 정책 수립에 대한 논의의 심화는 물론, 경제 성장 초기 단계에 머물거나 중공업 육성의 난관에 봉착해 있는 후발 개도국에 유의미한 시사점을 제공하기를 기대한다.
Abstract
After the “Declaration of Heavy and Chemical Industrialization” in 1973, Korean government implemented a variety of policy instruments for nurturing designated industries and as a result, Korea has achieved world-leading positions in those industries. Many studies, accordingly, were conducted from various perspectives, including the development, execution, and performance evaluation of the heavy chemical industry policy as well as the role of actors in the process of policy implementation. Nevertheless, scholars have provided only a limited discussion on the ‘Research on the Foundation of Heavy Industry Development’, which served as the cornerstone of the policy. In this study, we implemented an in-depth content analysis of the ‘Research on the Foundation of Heavy Industry Development’ and re-examined the role of the research in the sectoral policy development. As a result, we found that the research provided a very detailed sub-sectoral policy development through close investigation on the sub-sectoral characteristics in the Korean context, and thus, contributed to the global competitiveness of the sub-sectors. Based on the analysis on the contents of‘Research on the Foundation of Heavy Industry Development’ and its impact on the industry growth, we suggest the guidelines for the policy development on heavy industries in the least developing countries. We hope that this study extends the discussion on catch-up by shedding light on the Korean expereince in the initiation stage of industrialization.
