한국 조선산업의 초기 발전과정과 KIST의 역할

본 연구는 국가혁신체계가 구성되지 않은 1970년대 한국에서 성공적으로 육성된 조선산업의 성공요인에 대하여 분석하였다. 저자들이 주장하는 한국 조선산업 초기 발전과정의 성공요인으로 한국과학기술연구소(KIST)의 연구원들이 역할을 강조한다. 고급인력유치 정책으로 귀국한 연구원들은 산업 육성 과정에서 산업의 구축자로서 모습을 보여주었으며, 김훈철 박사는 조선산업 육성을 위해 기술도입을 통한 혁신을 시도하였고, 그 과정에서 게획 및 조사, 그리고 공급자와 교섭 단계에서 산업이 성공할 수 있는 환경을 조성하기위해 다양한 역할을 수행하였다. 연구의 결과를 통해 제시되는 한국과학기술연구소 연구원들의 기여는 개발도상국이 새로운 사업의 육성을 시도하는 과정에서 산업 육성 인력이 수행해야 하는 역할을 미시적인 관점으로 제시하고 있다.
Abstract
This study analyzed the success factors of the early development process of Korean shipbuilding industry in the 1970s when the national innovation system was not prepared. Authors suggest importance of role of researchers of Korea Institute of Science and Technology in the early development process of the Korean shipbuilding industry. The researchers recruited by a reverse brain drain policy worked for building heavy & chemical industries in 1970s. Dr. Kim Hoon-chul of KIST made environment for growth of a pioneer company of Korean shipbuild industry by leading a process of adoption of technology of shipbuilding industry. He especially carried out may roles at stages of planning & surveying, and negotiation with provider on process of adoption of technology. The result of this research suggests micro perspective role of human capital who perform development policy of newly developed industry in developing country.
