이 논문은 타인에 대한 포용의 측면에서 한국 사회의 정치적 관용이 최근의 커다란 정치적 격변과 맞물려 어떠한 변화를 겪었는지 살펴보았다. 논의의 결과, 한국 사회 관용의 수준은 집합적인 차원에서 큰 변화를 보이지 않았지만, 미시적인 수준에서 몇 가지 특징적인 변화의 양상들이 발견되었다. 첫째, 대상 집단을 막론하고 젊은 연령층이 고연령층보다 상대적으로 높은 관용의 수준을 보였다. 둘째, 정치환경의 변화는 한국 사회 관용의 수준에 흥미로운 변화를 가져왔다. 탄핵 이전에 유의미한 요인이 아니었던 타인존중은 정치적 변화가 정권교체로 일단락된 이후인 2018년에 포용도를 높이는 요인이 되었고, 외적 효능감의 경우 정치적 격변 이전에 포용도를 낮추는 요인이었다가 그 이후 이를 향상시키는 요인으로 그 영향력이 변화하였다. 더불어 내적 효능감은 개인이 갖고 있는 포용도를 높이는 요인으로 작동하였다. 마지막으로 정치환경에 대한 인식과 개인적인 정향 간의 상호작용 역시 정치환경의 변화와 맞물려 차별적인 결과를 보였다. 사회안전에 대한 인식은 포용도에 대한 진보적인 이념성향과 이념강도의 긍정적인 영향력을 정치적인 격변 이후에 증폭시키는 매개요인으로 작동하였다. 또한 법과 규칙에 대한 중요성 인식은 그 자체로 관용의 정도에 영향을 미치는 요인이 아니었지만 사회안전에 대한 긍정적인 인식과 맞물려 개인의 포용도를 높였으며 그 영향은 탄핵 이후에 더욱 높아졌다. 이러한 결과들은 현재의 시점에서 우리 사회 관용의 수준을 높이고 궁극적으로 사회통합을 이루는데 필요한 변화가 무엇인지 알려준다. 특히 사회안전에 대한 인식이 이념이나 민주주의 원칙에 대한 이해 등 개인의 정향을 통해 관용 향상에 긍정적인 매개요인으로 작동하고 있음은 주목할 만하다. 개인의 정향이 그 속성상 쉽사리 변화하지 않는다는 점을 감안하면 사회안전에 대한 인식을 높이는 것이 우리 사회의 관용도를 높이는 중요한 경로임을 의미하기 때문이다. 더불어 내적 효능감의 관용도에 대한 긍정적인 영향력은 우리 사회 구성원들의 정치적 사안과 변화에 대한 이해를 진작하는 것이 공동체 구성원들의 권리 보장에 대한 태도를 높이는 중요한 수단임을 알려준다. 이를 위해서는 정치적 사안에 대한 정확한 정보의 효율적인 전달이 갖는 의미가 대단히 크며, 이는 정파적인 매체를 통해 논란을 촉발하는 정보의 유포보다는 자유롭고 공정한 논의의 장을 통해서만 가능한 것이다.
Abstract
This paper examines how political tolerance in Korea has changed in conjunction with the recent great political upheaval. Although the level of tolerance did not undergo much change collectively, but some interesting patterns of change were found in the level of individual. First, the young showed a higher level of tolerance than older people. Second, changes in the political environment brought interesting consequences. Respect for others, which was not a significant factor before impeachment, became significant in determining the level of tolerance after regime change. Third, external efficacy, which was a factor in decreasing inclusiveness before political upheaval, became important to increase tolerance. On the other hand, internal efficacy worked as a factor to increase the inclusiveness of the individual. Lastly, the interactions between the perception of the political environment and individual orientation were found to be significant. Awareness of social safety acted as a mediator to change in tolerance for the liberals after political upheaval. In addition, the recognition of the importance of laws and rules was not a factor in itself affecting the degree of tolerance, but combined with a positive perception of social safety, it increases the individual’s inclusiveness, and the impact became larger after impeachment. These results indicate what changes are necessary to raise the level of tolerance and ultimately to achieve social integration. It is noteworthy that the perception of social safety acts as a positive mediator of the tolerance through individual orientations, such as understanding ideology and democratic principles. It means that raising the awareness of social safety would be an important path to increase the tolerance. Also, the positive influence on the generosity of internal efficacy shows that promoting an understanding of the political issues is an important means of raising the attitudes towards community members’ rights. For this purpose, exchanges of accurate information on political issues is very significant, and it is possible only through free and fair discussion rather than dissemination of information that sparks controversy through polarized media.
