2010년 6월 키르기스스탄 남부 페르가나 지역의 종족 충돌을 초래한 가장 큰 직접적인 원인은 바키예프 전 대통령 정권에서 억눌려 왔던 남부 우즈벡인들의 정치적 대표성에 대한 요구와 운동이 지역 키르기스인들의 배타적 민족주의 감정과 대립의 전선을 형성한 것이었다. 사태의 재발을 막기 위해 키르기스스탄 중앙정부와 오쉬, 잘랄-아바드 등 지방정부는 우즈벡인들의 정치적 대표성을 현저히 확대해야 할 것이다. 이 시점에서 우즈벡 공동체가 우즈벡인들의 자치공화국이나 자치주의 요구 등 정치적 주장을 내세우는 것은 충돌 당사자간의 화해와 화합, 사회적 통합에 도움이 되지 못한다. 우즈벡인들의 분리주의는 키르기스인들의 배타적 민족주의를 정당화하고 이를 더 경직되게 만드는 요인이 될 뿐이다.
Abstract
Main reasons of the ethnic conflict in Ferghana valley in southern Kyrgyzstan in June 2010 were demand and movement for political representation of Uzbeks in Sourthern province oppressed by ex-Bakiev regime. Such actions from Uzbeks, consequently, were confronted with Kyrgyz people’s exclusive nationalism, which led to ethnic violence. Central government of Kyrgyzstan and local governments in Osh and Jalal-Abad need to largely expand political representation of Uzbek people in order to prevent the recurrence of ethnic conflict between Uzbek and Kyrgyz people. As of today, an assertion that Uzbek community in southern Kyrgyzstan raise political demand like an autonomous province or republic is not helpful to reconciliation and national integration. The Uzbeks’ separatism will only be likely to become a factor to legitimize and stiffen the exclusive nationalism of Kyrgyz people
