도시화지역 환경갈등의 협력적 해결방안 적용가능성 탐색: 갈등 관련 주요 이해당사자 인식조사를 중심으로

도시화의 진행으로 인해 발생되는 소단위 지역 환경갈등의 원만한 관리와 해결을 위해 이해당사자 간의 대화와 소통을 통해 절차적, 공간적, 그리고 사회적 환경 형평성을 담보하면서 갈등을 관리할 수 있는 협력적 방안의 적용가능성을 탐색해 보기 위한 것이 연구의 목적이다. 이를 위해 본 연구는 이론적인 논의와 더불어 분석대상인 건설폐기물 중간처리업체와 지역 주민 간에 야기된 갈등의 내용과 특성을 분석하고, 이를 토대로 하여 갈등과 관련한 주요 이해당사자의 인식을 구조화된 면접지를 이용한 간담회를 통해 조사해 보았다. 분석대상 갈등의 요인으로 볼 수 있는 건설폐기물 처리업체의 입지와 운영에 있어 주요 이해당사자 간에는 상반된 인식을 보였고, 사업체의 운영으로 인해 지역사회에 야기되는 피해 원인 및 양상에 있어서도 서로의 시각차가 나타났다. 그러나 이러한 인식의 차이에도 불구하고 건설폐기물 중간처리업의 운영 과정에서 야기된 환경갈등을 원만히 해결하기 위해서 우선 대화와 소통을 통해 이해당사자간 상호신뢰를 회복하고, 갈등 당사간의 소통을 위한 협의체를 구성해 정례화하는 것에 이해당사자 대부분이 공통된 인식을 갖고 있는 것으로 나타났다. 이러한 관점에서 건설폐기물 처리업체와 인근 지역 주민과의 갈등을 협력적 거버넌스 차원에서 해결해 나갈 수 있는 전략의 마련이 필요하고, 이를 위해 관련 공무원과 전문가가 참여하고, 폐기물 처리업체와 지역 주민이 주도하는 소위 “주민협의체” 구성을 통해 관련 갈등을 효과적으로 관리하고, 해소할 수 있는 대안적이고 협력적인 갈등관리 방안의 적용가능성이 충분히 있음을 알 수 있다.
Abstract
This study aims to explore the applicability of collaborative dispute resolutions for managing the environmental conflicts effectively and ensuring the environmental fairness in the procedural, spatial and social perspective through dialogue and communication among the conflict stakeholders. To this end, this study has conducted a research on the conflict stakeholders’ awareness using a structured questionnaire and a social meeting based on theoretical review and analysis of the contents and attributes on the conflict between the waste processing companies and local residents. The conflict related groups have a conflicting awareness on the location and operation of the construction waste disposal companies which is the main factor of conflict. The great perceptional differences on community damage caused by the construction waste processing companies have also appeared among stakeholders. Despite the differences in the stakeholders' awareness they have a common view that a recovery of mutual trust and a formation of regular consultative body through dialogue and communication among stakeholders in order to resolve environmental conflicts amicably and collaboratively. From this perspective, the strategies in collaborative governance dimension which may solve the conflict between the waste disposal companies and neighborhood needs to be arranged and applied.
