시민참여를 통한 갈등관리와 해결에 관한 연구: 제3기 제주특별자치도 사회협약위원회를 사례로

Abstract

Since 1995, the era of full-fledged municipality, public policies and projects of the central government has sparked a dispute as existing citizens-environmental groups, local government and residents. As a result, while business is prolonged as a result in negative effects, the central government has introduced a conflict management system in order to resolve them and respond. For example, 'Presidential Decree for the conflict prevention and resolution in the public sector' and each center of conflict management system based on this is representative. Also, the ACRC(Anti-Corruption & Civil Rights Commission Republic of Korea) is in charge of the situation, some role for conflict resolution that occurs with normal business. However, the institutionalization efforts of conflict management of local governments is still lacking compared to that situation to the central government. Local dimension of the conflict began in earnest to occur in accordance with the policy changes in many policies and projects related to the rights transferred in the wake of the rush of local government time. And like the construction conflicts of landfills, crematorium, role of local government is being more emphasized in the future. But, the reality is not easy to have a corresponding of administrative organization level and conflict management systems unless there is a will of the government head. In this situation, Jeju Province has shown interest in an integrated conflict resolution based on civic participation, social harmony and so on since the Special Self-Governing Province have been launched. The social compact system that presupposes citizen participation was established in this time. In particular, they are devoting effort to add a Conflict Management Guidelines to resolve conflicts on the Jeju to build military bases. The purpose of this study is to examine the conflict management situation through citizen participation in the local government level and understand the limits to suggest specific management challenges. The regional scope of this research is to the Jeju Province destination and research object is limited to the Convention Committee (2012-2014) applied conflict management for the first time. This study presents a civic participatory conflict management measures taking into account the current administrative system of the Jeju. This will also help in conflict management system established to promote the introduction and improvement in the future other municipalities.
