자유화지역 급변사태 시 안정화작전의 효율성 제고방안 고찰 - 안정화사단의 민군작전 수행을 중심으로 -

미국은 강력한 군사력을 보유한 패권국가로서 국제정세와 세계 질서에 많은 영향을 끼치고 있다. 하지만 2000년대 초 아프가니스탄과 이라크 전쟁에서 군사적 승리에도 불구하고 전쟁을 완전한 승리로 종결짓지 못한 원인은 안정화작전에 실패한 결과이다. 이를 통해 군사적인 승리도 중요하지만 안정화작전 단계에서 민군작전의 효율성이 중요함을 깨닫는 계기가 되었다. 책임지역의 조기 안정화를 위해서는 명확한 임무 수행 여건의 보장, 유관기관 및 기능 간의 통합된 협조체제가 필요함은 주지의 사실이다. 최근 주변의 불확실한 대내·외적 환경은 자유화지역에 급변 사태가 발생 시 조기 안정화를 위한 방법 및 절차의 구체화를 요구하고 있다. 본고는 자유화지역의 급변사태 시 조기 안정화를 위한 민군작전의 개념과 수행방법 및 절차를 진단하여 구체적인 행동화 방안을 제시하는데 있다. 연구의 범위는 내용적으로 자유화지역에서의 안정화작전 간 민군작전 수행 절차와 방법을, 시대적으로는 6·25전쟁으로부터 최근까지의 사례를 중점적으로 분석하는 역사적 비교연구와 질적 방법을 사용하고자 한다. 본고는 ‘안정화작전’을 독립변수로, ‘효율성’을 종속변수로, ‘정치(P)’, ‘군사(M)’, ‘경제·사회(E·S)’, ‘기반시설(I)’, ‘정보(I)’를 매개변수로 설정하였다. 관련 연구들이 계속되고 있지만, 구체적인 방안으로 발전되고 있지 않음을 아쉽게 생각한다. 자유화지역의 급변사태 시 안정화사단의 민군작전을 수행하는 체계 및 방안을 구체화하는데 노력하였지만, 현실적으로 한계가 있음도 사실이다. 더 많은 연구를 통해 연합 작전계획을 통한 안정화사단과 민군작전 교리의 통일, 그리고 수행방법의 개선을 기대하는 바람이다.
Abstract
As a hegemonic nation with strong military power, United States has a great impact on international affairs and order. However, the reason could not end the wars was the failure to stabilize the site, despite the military victory in Afghanistan and Iraq in the early 2000s. This was an opportunity to realize that effective civil military operations were needed during stabilization of the military operations. It is necessary to provide specific preconditions to ensure the right mission fulfillment for early stabilization of the responsible area, an integrated cooperation system between related organizations and functions is also needed as well. Considering recent domestic and foreign situations, practical methods and procedures are required for early stabilization in liberalized areas in case of sudden change. The purpose of this study is to specify the concept of CMO and diagnose the procedures, for the early stabilization of the liberalization zone in the event of a sudden change, and to present practical action plans. The scope of the study is to present the procedures and methods of civil military operations in the liberalized area, and to conduct historical comparative research and qualitative methods to analyze cases from the Korean War to the present. This study is based on the assumption that the operation of civil military, under the infantry divisions of the liberalized area, in the case of a sudden change of North Korea. ‘Politics (P)’, ‘Military (M)’, ‘Economy and Society (E·S)’, ‘Infrastructure (I)’ and ‘Information (I)’ are included as parameters. The dependent variable is set to ‘Efficiency (E)’. Recently, related researches are continuing, but it is unfortunate that it does not develop into a concrete plan. Therefore, although the focus is on specifying the system and method of execution of civil military forces in the sub-divisions of the infantry division in a sudden change, there is a limit. In the future, more research will be conducted to unify the combined operation plan and doctrine of the civil military operation. It is expected that the implementation method will be improved.
