북한지역 안정화작전 시 특수작전부대 운용에 관한 연구: 미군 안정화작전 사례 분석을 중심으로

9.11테러로 촉발된 대테러전쟁에서 미국은 기동 중심의 전투작전에서는 승리하였으나 이어진 안정화작전에서 실패하였다. 이는 전투작전의 승리만으로는 전쟁의 궁극적인 목적을 달성하지 못함을 보여주는 사례라 할 수 있다. 미 특수작전부대는 전투작전뿐만 아니라 안정화작전 시에도 점령지역 안정 확보에 중요한 역할을 수행하였다. 이를 계기로 볼 때, 한국군에 있어서 안정화작전 시 특수작전부대 운용은 추가적인 발전이 요구된다. 따라서 금번 연구의 목적은 대테러전쟁에서 미군의 안정화작전 시 특수작전부대 운용 사례를 분석하여 북한지역 안정화작전 시 육군 특수작전부대 운용의 발전방향을 제시하는 데 있다. 연구방법은 안정화작전 영향요인(전장환경, 위협인식, 대응의지)에 따른 특수작전 전법(작전수행개념, 조직편성, 무기체계)을 중심으로 분석하였다. 이를 기초로 대테러전쟁 시 미 특수작전부대 운용 사례 분석을 통해 교훈을 도출하여 한국군에 적용하는 사례분석 방법을 적용하였다. 연구결과 미군 특수작전부대는 안정화작전 단계에서도 특수작전을 통하여 지역안정에 한 축을 담당하였음을 확인할 수 있었다. 따라서 육군 특수작전부대도 북한지역 급변사태와 전시 안정화작전 간 북한지역 조기 안정에 기여할 수 있도록 안정화작전 영향요인에 능동적으로 대처하고, 창의적인 특수작전 전법을 발전시켜 부대운용계획을 발전시켜야 하며, 이를 위한 준비 및 숙달할 사항을 제시하였다. 본 연구가 북한지역 안정화를 위해 육군 특수작전부대 운용계획을 구체적으로 발전시키는 계기가 되기를 바란다..
Abstract
In the war on terror that started from the 9.11 attacks, the U.S. claimed victory at maneuver-centric combat operations, but failed in the subsequent stabilization operations. This shows how victory in combat does not translates to the ultimate purpose of war. The U.S. Special Operation forces have assumed key roles in both combat operations and stabilization operations, especially in securing stability over occupied areas. With this example in mind, the Republic of Korea (ROK) military requires further development of utilizing special operation forces during stabilization operations. Therefore the purpose of this research analyzes examples of how special operations forces were employed during stabilization operations during the War on Terror to provide avenues of development on how ROK Army special operations forces can be employed during stabilization operations in North Korea areas. The research method analyzed the factors influencing stabilization operations (battlefield environment, threat identification, will of response), and the following special operations tactics (concept of operations, task organizations, and weapons systems). Based on this analysis, the paper analyzed examples of U.S. special operations units during the War on Terror and applied the lessons learned aas case studies into the Korean military. The research concludes that special operations and special operations forces assumed a key axis on regional security during stabilization operations stages. Therefore, ROK Army special operations units, during periods of rapid changes in North Korea and wartime stabilization operations, in order to actively respond to factors influencing stabilization operations and develop creative special operations tactics, need too develop unit employment plans. This paper propses tasks to prepare and familiarize in achieving these goals. I hope this research will serve as an impetus to develop specific employment plans of ROK Army special operations forces for the early stabilization of North Korean areas.
