한반도 신뢰구축과 한반도 항구적 평화는 북한 비핵화를 전제로 하고 있을 뿐만 아니라, 북한 비핵화 이행을 촉진시키는 목적도 갖고 진행되어왔다. 이는 남북간 신뢰구축이 증대하면 한반도의 항구적 평화로 나갈 수 있다는 가정을 전제하고 있기 때문이다. 문제는 북한 비핵화 문제가 교착국면에 진입 혹은 장기화될수록 남북간 신뢰구축 조치도 비핵화 문제에 앞서 냉각기를 갖는다는 점이다. 따라서 본 소고에서는 남북과 유럽의 신뢰구축 조치 차이를 살펴보고, 남북간 주요 합의문, 평화협정, 비핵화 등의 주요 개념 중심으로 한반도 신뢰구축 문제와 항구적 평화가능성 여부를 분석한 후, 한반도의 항구적 평화를 위한 전제조건을 제시했다.
Abstract
Confidence-building measures on the Korean peninsula and the effort for permanent peace on the Korean peninsula have not only been based on the premise of North Korea’s denuclearization, but also on the purpose of facilitating the implementation of the North’s denuclearization. This is because it prescribes the assumption that increased confidence building measures between the two Koreas can lead to permanet peace on the Korean Peninsula. The inter-Korean confidence-building measures, however, are linked to the North Korean denuclearization issue, whether it wants or not. Therefore, if the North Korean denuclearization issue enters a deadlock or is prolonged, the CBM between the two Koreas will freeze first. In the end, permanent peace on the Korean Peninsula depends on how much progress the North Korean denuclearization issue makes. Therefore, this paper looked at the differences between confidence-building measures between the two Koreas and Europe, and analyzed the issue of trust-building on the Korean Peninsula and the possibility of permanent peace, focusing on the main concepts of inter-Korean agreements, peace treaty and denuclearization. After all, the conditions for permanent peace on the Korean Peninsula depends on the North’s moves. North Korea should not set the end of 2019 as a red line, but instead make practical efforts to enter the stage of implementing denuclearization, abide by the 9.19 inter-Korean military agreement and normalize US-DPRK relations.
