우주가 신화의 공간이 아닌 인간의 활동영역으로 등장한 것이 반세기가 훌쩍 넘은 이 시점에서 우주자산을 이용한 국가와 그렇지 않은 국가 사이에 많은 차이를 만들어 내고 있다. 또한 해양에 있어서도 이미 함정이 항구를 떠나면서 우주자산의 도움이 없이는 아무것도 할 수 없는 시대가 도래하였다. 이렇게 우주가 해양의 한 부분으로 편입이 되어 활용하고 있음에도 불구하고 해양영역인식에 있어서는 그 활용도가 체계적이고 못한 것이 현실이다. 특히, 한반도에서는 NLL 주변의 해양경계문제, 주변국과의 해양경계획정 협상, 해외작전의 증가, 한미 미사일 지침해제로 인한 우주산업의 폭발적 증가예상 등 해양인식영역에 우주자산의 이용을 확대해야 하는 필요성이 증가하고 있다. 본 논문에서는 기존의 다양한 상업용 위성의 정보를 어떻게 이용할지를 우선 제시한다. 그리고 위성 정보들을 어떻게 융합하여 우리가 원하는 정보를 생산해 내는 알고리즘과 체계를 구축방안을 제시하였다. 이 논문을 시작으로 앞으로 안보적 측면에서도 우주자산을 이용한 해양영역인식의 확대에 대한 관심과 발전이 있기를 기원한다.
Abstract
More than half a century has passed since the space emerged as an area of human’s activities, rather than a space of myths, creating a lot of differences between countries that use space assets and those that do not. Also, in the ocean, an era has arrived, in which ships must get help from space assets since the moment they leave port. Despite the fact that the space has been incorporated and utilized as a part of the ocean, the reality is that recognizing the ocean domain is not systematic and not effective. In particular, on the Korean Peninsula, it is necessary to use space asset for MDA for maritime boundary issues around the NLL, negotiation of maritime boundaries with neighboring countries, an increase in overseas operations, and an explosive increase in the space industry due to the lifting of the ROK-U.S. missile guidelines. In this paper, we propose how to use the information of various pre-existing commercial satellites. Additionally, we suggest algorithm to integrate satellite information to produce information we need. We hope this paper initiates interest and development in the expansion of maritime domain awareness using space assets from a security perspective in the future.
