해양의 중요성이 더욱 증대하게 되자 일부 국가들은 해양영역인식(Maritime Domain Awareness), 즉 해양영역에 영향을 미칠 수 있는 모든 분야에 대한 효과적인 이해를 통해서 해양영역에 관한 제반 정책과 활동을 강화해 나가고 있다. 미래의 바다는 한국의 생존 및 번영, 그리고 국민행복의 성장 동력이 될 것으로 예상되는 가운데 한국의 해양에 대한 의존성이 더욱 증가하고, 해양영역도 확대된다는 측면에서 해양영역을 정부 부처별 개별적으로 인식하기보다는 국가적 차원의 해양영역인식을 기반으로 미래 해양의 시대에 국가의 생존과 번영을 효과적으로 이어가야 할 것이다. 이에 따라 본고에서는 한국의 해양영역에 대한 인식 변화를 분석하고, 이를 바탕으로 안보, 안전, 경제, 환경, 협력 등 5가지 영역을 중심으로 한국의 해양영역인식에 대한 개념을 정립하였다.
Abstract
In the past, Maritime area was mainly a domain of national security, but it is came to be expanded into the domain of trade and exchanges between countries after Cold War. In particular, coastal nations were strengthened under United Nations Convention on the Law of the Sea which promoted the awareness change of maritime domain. Therefore it is necessary to have a comprehensive understanding of the maritime domains in order to effectively sustain the survival and prosperity of the nation in the age of the sea. This study formulates South Korea’s concept of the Maritime Domains Awareness based on the changes into awareness of the Maritime Domains such as security, safety, economy, environment, and cooperation.
