본 연구는 급변하고 있는 한반도, 동북아 및 세계 안보상황 가운데서 우리나라 육군의 전투력 발휘 기초이자 첨단전투력으로써 큰 비중을 차지하고 있는 학군장교 후보생의 선발제도 및 교육과정에 대한 검토를 통하여 시대 상황에 맞는 효율적인 발전 방안을 제시하는 데 있다. 육군 초급장교의 70%이상을 차지하고 있는 학군장교 후보생 선발제도의 미흡점을 보완하고, 전국의 105개 대학에 설치된 학군단에서 실시하는 교내교육을 통하여 장교의 기초를 만드는 양성교육과정에 대한 문제점을 개선함으로써 현 안보상황과 미래전에 대비한 우리나라 강군의 초석을 다지고자 한다. 현재 육군에서 적용하고 있는 학군장교 후보생(ROTC) 선발제도 및 양성교육에 대한 분석을 통하여 다음과 같은 발전방안을 제시하였다. 첫째, 시대변화 수용이 매우 미흡한 학군장교 후보생 선발 및 복무제도에 대한 개선방안이다. 병사들 보다 10개월 긴 군복무기간과 병사들의 큰폭의 월급 인상 등에 비하여 특별한 유인책 없이 대학별로 할당된 인원을 모집하고 있는 학군장교 후보생 선발제도에 대한 정책적 제도 개선이 선행되어야 한다. 둘째, 전국 109개 대학에 설치되어 있는 학군단에서 실시하고 있는 교내교육에 대한 발전방안을 강구하여 효율적인 양성교육을 시켜야 한다. 이를 위해서는 우수한 교관요원 임명 및 진급제도 개선, 자기주도 학습방법을 적용하기 위한 교내교육 여건 개선 등이 이루어져야 한다. 셋째, 학군장교 복무제도에 대한 국가 차원의 정책적 지원대책이 강구되어야 한다. 대학에서 학업과 군교육훈련을 병해하는 학군장교 후보생들에 대한 보상금, 훈련지원금, 취업 지원 등의 정책적 개선이 이루어 질 때, 우수한 학군장교 후보생들이 지원을 하여 학군단에서 양질의 양성교육을 받고 임관하여 국가안보 최일선에서 책임을 완수함으로써 점점 불안정해지고 있는 남북관계와 세계적 안보상황에 대비한 효율적인 방책이 될 것이고 생각된다. 이러한 정책적 보완사항들이 국방부 및 육군 차원에서 학군장교(ROTC) 특성에 맞는 방법으로 개선되고, 효율적 양성교육을 실시함으로써 국내외 불확실한 안보상황에 대한 대비 차원에서 강군의 초석을 다지기 위한 정예 초급장교 양성에 크게 기여 할 수 있을 것이다.
Abstract
The purpose of this study is to supplement the problems of the school district officer candidate selection system, which accounts for more than 70% of the army’s entry-level officer, and to improve the problems of school corps in 109 universities across the country. In order to prepare for future warfare and the serious domestic and international security situation in wich uncertainties regarding galobal security, economy, and diplomacy are increasing due to the war in Ukraine and Russia, we want to lay the founddation for a strong military. As a policy response to the current situation, the following improvement measures were suggested through an analysis of the ROTC selection system and training education currently applied by the Army. First, it is a plan to improve the ROTC selection system, which are very unacceptable to the changes of the times Compared to the military service period that is 10 months longer than that of soldiers and the drastic salary increase of soldiers, it is urgnet to improve the policy system of the ROTC selection system, which recruts allocated personal for each school corps without any special incentives. Second, it is necessary to diverse a plan to improve on-campus education conducted by ROTC installed in universities nationwide to provide high-quality training. To this end, the appointment of excellent instructor, detailed preparation of instructors to apply the self-directed learning method of educational conditions should be preceded. Third, govement-level policy support measures for the service system for ROTC officers should be devised. If policy improvements such as sufficient compensation, training support alllowance, and employment support are made ofr school district officer candidates who combine academic and miliatryeducation at the university, excellent students will apply and receive quality education from the shool corps before being commissioned to serve at the forefront of homeland security will be the best policy against internal and external security situations. These policy supplements are taken in consideration of the ROTC system, and contribute to the training of elite junior officers and the improvement of military combat capability through training, there by becoming an effective way to lay the foundation for a strong military in preparation for future wars and uncertain security situations.
