과학화 예비군훈련 체계 구축을 통한 해군 예비전력 정예화 방안 연구

Abstract

The purpose of this study is to contribute to the refinement of the Navy's reserve force by recognizing the importance of reserve force and suggesting a plan for developing a scientific reserve force training system to respond to the rapidly changing security environment. To this end, we reviewed previous studies, visited the Army and Navy reserve force training centers to confirm the actual conditions, interviewed the personnel, and compared them with the Army training centers to derive improvement requirements and suggest a direction for the development of the scientific reserve force training system. The results of the study are as follows: First, the establishment of a scientific reserve force training system for the Navy should be included in the Ministry of National Defense's mid- to long-term plan; second, it is necessary to establish a scientific reserve force training center considering the mission and characteristics of the Navy reserve force. Since the Jinhae region has few local reserve force training targets, the establishment of a scientific training center is limited; therefore, to overcome this, the regional and mobilization reserve force training centers should be integrated, and the island area simple training center should be reviewed for continued use considering efficiency. Third, it is necessary to organize a training unit dedicated to successful training, organize the current reserve force management unit as the parent organization, and utilize the island area reserve force commanders who are planned to be integrated or merged as specialized instructors. Through this research, we hope that research related to the naval reserve force will become more active, contributing to the refinement of the naval reserve force and the development of naval combat power.
