Abstract

The purpose of this study is to seek for a realistic plan for Reserve Forces Units, which will be expanded and activated during the war to exert combat power as soon as the unit expands. Reserve Forces, which account for 65% of the proportion of troops, is a practical core competency that constitutes the Military Power of the ROK Armed and the use of combat power by Reserve Forces Units has a decisive impact on Warfare. However, most of the Reserve Forces Units are poorly prepared to the extent that they need to be force restoration the same time as the unit is expanded, requiring special measures. This study analyzed the level of Reserve Forces Units of the troops, equipment, materials, education and training, and Implications were derived through the analysis of cases in which foreign Reserve Forces were deployed in battlefields and national service system and education and training. And improvement measures within the scope of the current system and laws are suggested as follows. First, It is necessary to expand the operation of part-time reserve forces and introduce a volunteer reservists system to reinforcement of the Reserve Forces Units structure. Second, introduce of an integrated service system linked to Active and Reserve Forces. Third, measures to strengthen education and training of the Reserve Forces Units linked to active duty was proposed. In order to receive public support and military victory in terms of Total War, Reserve Forces Units must be fully prepared for battle. This is because the use of combat power by Reserve Forces Units in the early days of the war is a prerequisite for carrying out all-out national warfare and winning the war.
