본 연구는 청년실업이 전국 최고수준을 기록하고 있는 대구⋅경북지역을 중심으로 GRDP와 실업의 관계에서 오쿤의 법칙이 성립하는지를 분석하였다. 특히 지역내총생산의 증가율이 연령별 실업률과 고용률에 미치는 영향을 분석하여 경기대응책의 연령별 효과에 대한 시사점을 찾는다. 1989년부터 2016년까지의 시계열자료를 이용하여 회귀분석한 결과 대구경북지역에서 GRDP 증가율과 실업 특히 청년 실업률은 높은 음의 상관관계를 보여 Okun의 법칙이 작동하고 있음을 보여주었다. 오쿤의 법칙은 경북보다 대구에서 강하게 작동하였고 청년층에서 다른 연령계층보다 강하게 작동하였다. 대구경북지역의 청년실업 문제를 완화하기 위해서는 총생산을 증가시키는 경기대응책이 효과적으로 보이나 고령층에 대해서는 한계가 있는 것으로 나타났다.
Abstract
This paper explores the relationship between GRDP and unemployment and by doing so examines if Okun’s law holds in the Daegu Gyeongbuk region. In particular, the study examines the effect of GRDP on the unemployment rate by age and the employment ratios. Regression analyses utilizing data from 1989 to 2016 reveal strong negative relationships between growth rates of GRDP and unemployment rates - especially youth unemployment rate in Daegu, elderly unemployment rate in the Gyeongbuk province. Okun’s law holds stronger in Daegu than in Gyeongbuk province and stronger for youths than other age groups. The results suggest that counter cyclical measures to achieve a higher level of GRDP seem to be effective in reducing the youth unemployment in Daegu Gyeongbuk region, but the measures may have limited impact on the elderly.
