2000년대 초반부터 우리 경제는 성장에도 불구하고 고용이 감소하는 소위 고용없는 성장(jogless growth)을 경험하였다. 당시 고용없는 성장의 주된 요인은 제조업의 부진이라는 주장이 제기되었고. 언론에서도 가세하였으며 정부는 일자리창출을 위해 서비스분야를 육성하는 정책을 수립하였다. 본 연구는 이러한 이슈들이 최근에 다시 등장하는 가운데 2000-2005년과 2010-2015년 기간 대구경북지역 노동수요구조와 고용흡수력을 분석하고 정책적 시사점을 도출하였다. 본 연구의 결과는 다음과 같다. 첫째, 2000-2015년 기간 대구경북 지역내총생산의 전국 비중이 감소하여 지역의 노동수요 잠재력이 축소되었다. 둘째, 동 기간 지역의 산업별 취업계수가 감소추세를 보였다. 셋째, 2010-2015년 기간 고용탄성치가 2000-2005년보다 큰 것으로 나타났다. 이는 글로벌금융위기를 극복하면서 경제의 일자리창출력이 회복되고 있음을 시사한다. 넷째, 제조업의 고용탄성치가 서비스분야보다 높았다. 즉 제조업이 고용없는 성장의 주범이라는 주장은 일반화하기 어렵다. 이러한 결과는 지역 특히 경북에서 고용창출력이 높은 제조업을 육성하는 정책이 일자리창출에 효과적임을 시사한다.
Abstract
Since early 2000s Korea has experienced jobless growth and there have been arguments that manufacturing is the source of jobless growth. Media have also reported the issue and the government set up policies for fostering service industry to generate more jobs. This paper first documents the characteristics of labor demand structure since year 2000 in Daegu-Gyeongbuk region. We then calculate employment to GDP ratio and re-view the issue in terms of the elasticity of employment by industry. The main findings of this study are as follows; First, GRDP of Daegu-Gyeongbuk has decreased during 2000-2015. Second, the employment to GRDP ratio has decreased over time. Third, the elasticity of employment and so the job creation capacity of the economy in the 2010s is higher than in the early 2000s. Fourth, the elasticity of employment in the manufacturing is higher than that of service sector. Based on the results obtained, this paper recommends policies that foster manufacturing industry to generate more jobs in the region, esp. in Gyeongbuk.
