‘포용’의 관점에서 본 김대중의 남북화해론에 관한 연구

본 연구는 김대중이 남북관계에서 지향하고 실천한 ‘포용’의 관점에서 그의 남북화해론을 분석한다. 북한에 대한 김대중의 ‘포용’은 ‘아량’, ‘인내와 일관성’, ‘과거사문제에 대한 온건한 대응’ 측면을 그 핵심 요소로 갖는다. 김대중의 대북 포용은 시대에 따라 달라진 남북한 간 권력관계를 반영한 노선이기도 했다. 김대중은 1990년대에 들어서부터 북한에 대한 ‘힘의 우위’를 바탕으로 ‘아량’을 지향했고 그러한 입장이 반영된 ‘햇볕정책’을 인내심을 가지고 일관성 있게 실천했다. 대통령 재임기 초반 김대중은 햇볕정책에 대한 북한의 반발과 우려에 직면했지만 유연하고 현실적 대처로 남북관계의 후퇴를 막을 수 있었다. 한국전쟁 책임 문제로 대표되는 남북한 간 과거사 문제에 대해서는, 온건하고 실용적인 접근을 통해 점진적인 화해를 지향했다. 이러한 김대중의 포용 노선은 남북갈등의 완화와 전쟁방지, 적극적 평화 실현을 위한 토대 구축 등의 결과를 가져오며 남북화해에 기여했다고 평가할 수 있다.
Abstract
This study analyzes Kim Dae-jung’s theory of inter-Korean reconciliation from the perspective of ‘embrace’ that he pursued and practiced in inter-Korean relations. Kim Dae-jung’s ‘embrace’ toward North Korea has the aspects of ‘generosity’, ‘patience and consistency’, and ‘moderate response to past history issues’ as its core elements. Kim Dae-jung’s embrace of North Korea also reflected the changing power relations between South and North Korea over time. Starting in the 1990s, Kim Dae-jung pursued ‘generosity’ based on ‘superiority in power’ toward North Korea, and he patiently and consistently implemented the ‘Sunshine Policy’ that reflected such a position. In the early days of his presidency, Kim Dae-jung faced North Korea’s opposition and concerns about the Sunshine Policy, but he was able to prevent the regression of inter-Korean relations through flexible and realistic responses. Regarding past history issues between South and North Korea, such as the issue of responsibility for the Korean War, he pursued gradual reconciliation through a moderate and practical approach. Kim Dae-jung’s embrace toward North Korea can be evaluated to have contributed to inter-Korean reconciliation by bringing about results such as easing inter-Korean conflict, preventing war, and establishing a foundation for realizing positive peace.
