루터의 두 왕국설은 국가 권력의 기원과 기능과 한계를 말하고 있는 점에서 정치사상이라고 할 수 있다. 그러나 교회 개혁의 관점에서 보아야 루터의 두 왕국설을 제대로 이해할 수 있다. 부패한 교회의 자정능력을 더 이상 믿을 수 없게 되자 루터는 세상 권세에 기대를 걸었다. 루터는 두 나라와 함께 두 통치를 말했다. 하나님은 말씀으로 인간의 영혼을 직접 통치해서 하나님 나라를 만든다. 동시에 하나님은 세상 권세자를 통해 간접으로 세상 나라를통치하신다. 그러므로 군주의 권력은 악을 벌하고 평화를 유지하도록 하나님이 준 신성한 것이다. 하나님 나라는 하나님이 성령으로 직접 통치하는 개인 내면의 나라이므로 권세자가 없다. 하나님 나라의 표지인 교회는 용서하고 섬기는 복음의 자리이지 벌하고 지배하는 율법의 자리가 아니다. 교황을 포함한 모든 성직자는 교회 공동체에 의해 위임된 자리이다. 세례 받은 자는 누구나 사제이며, 누구나 영적 신분을 가졌지만, 특별히 한 사람에게 그 일을 위임한 것이다. 결과적으로 군주의 권세는 하나님에 의해 주어졌지만, 교회의 직분은 사람에 의해 주어진 것이 되었다. 이처럼 루터는 두 왕국설을 통해 신학적으로 교회의 권세를 제거했다. 중세 개념인 권세를 루터는 세상 나라 곧 국가에만 적용하면서, 교회의 부패와 재정은 세상 권세의 통치권 밑으로 들어간다. 루터의 종교 개혁은 루터의 의도를 넘어서 결과적으로 근대 사회를 만드는 정치 사회의 개혁을 가져왔다.
Abstract
Luther‘s two kingdoms theory can be said to be his political thought in as much as it deals with the origin, function and limits of political power. However, the two kingdoms theory could be understood well only in the light of reform of church. When Luther was in despair about the possible self-purification of the then corrupted church, he got count on the secular power. He talked about the two regiments along with two kingdoms. God creates the heavenly kingdom, directly ruling over human souls with his words. At the same time He indirectly governs this worldly kingdom through the secular governing authorities. It follows that kings‘ power becomes godly one coming from God. The heavenly kingdom, the sign of which is the church, principally needs no other governing authority than God himself. That‘s because it is directly taken care of by God himself through the Holy Spirit. Church is the place of the gospel which forgives and justifies human beings‘ sin, never being the place of ruling and obedience. Every church member becomes, if layman, a godly priest with baptism, Luther got away with the middle age distinction between the spiritual stand and the secular one. Consequently, ministers, including pope, are those who are ordered by church members in comparison with kings ordered by God. This way, he removed theologically the secular power from church. Then, many secular things like corruption and money in church get to go under the control of secular government, as church is deprived of potestas. Luther‘s reformation of church provoked, beyond his intention, the wide socio-political reformation which led to modern society.
