Abstract

This study examines the coercive mechanisms of social control employed by the East German regime during the Cold War, based on the dual frameworks of ‘militarized socialism’ and ‘repressive equilibrium’. It analyzes how the East German state constructed a border dictatorship(Grenzregime) that effectively isolated its population from external influences by institutionalizing systemic surveillance and repression through the Stasi(secret police) and armed forces. Under a comprehensive system of wartime-style mobilization, the regime leveraged fear and violence as instruments of control, thereby preemptively suppressing dissent and preventing defection, which enabled the maintenance of a repressive equilibrium. The paper further argues that while the East German model of militarized socialism appeared to succeed in ensuring internal stability, it was fundamentally unstable—highly susceptible to both internal societal shifts and changes in the international environment. By focusing on this inherent fragility, the study reveals the limitations of repressive equilibrium as a sustainable mode of authoritarian control. Drawing on this case, the study explores the implications for the North Korean regime, which similarly relies on militarization and isolation as tools of governance. The successes and failures of East Germany’s coercive control strategies provide a critical comparative framework for assessing the structural stability and potential vulnerabilities of North Korea’s military-centered authoritarian system.
