지구시민권 개념의 구성가능성

초록

본 연구는 경제의 세계화시대에 기존 시민권론의 한계를 고찰하고 세계시민주의, 자유주의, 고전적 공화주의가 제시하는 지구시민권 개념의 구성가능성을 연구했다. 최근 국민국가의 힘은 비대칭적으로 양극화되고 있고 민주주의의 외부의 존재로 인해 민주주의의 결손이 발생해 강대국과 개도국 사이에는 국민국가영토와 시민권의 이중의 불일치현상이 나타나고 있다. 세 주장 중 고전적 공화주의의 코즈모폴리턴 공화주의론은 최근 민주주의의 이상현상에 대해 뚜렷한 문제의식을 갖고 있고 갈등적 이슈인 지구시민권에 대해 적절한 정치적 전략적 관점을 취하고 있다. 이를 바탕으로 일국 및 지구 차원에서 민주주의를 사회화하기 위한 구상과 개도국 시민들의 시민권을 확립할 제도적 대안을 제시하고 있다. 지구시민권 개념 구성을 위한 이론적 논의에서 고전적 공화주의가 기여할 이론적 잠재력이 높을 것으로 평가된다.

Abstract

This article aims at study the limitation of existing citizenship theory and possibility of global citizenship idea of world citizenship, liberalism, classical republicanism. Recently power of nation state has polarized less symmetrically. And there has appeared double discord of national territory and citizenship between powerful nation and developing countries because of democratic deficiency and existing of the outside of democracy. Among three argument cosmopolitan democracy of classical republicanism has clear critical mind on recent democratic deficiency and take appropriate political strategic viewpoint on global citizenship as conflict issue. And suggests plans on socialization of democracy in national and global level and institutional alternatives of building citizenship of citizens of developing countries. Classical republicanism has many potential strength of theoretical contribution in the discussion on global citizenship idea.
