국가페미니즘 비교 연구: 스웨덴, 호주 및 한국 사례를 중심으로

이 연구는 스웨덴, 호주 및 한국의 사례 비교를 통해서 어떤 정치적ㆍ사회적 조건에서 국가페미니즘이 활성화되는가에 초점을 맞추고자 했다. 즉, 이 연구에서는 한국, 호주 및 스웨덴의 국가페미니즘을국가권력, 국제적 영향력, 여성정책기구의 변화, 젠더평등정책 그리고국가기구와 여성운동과의 관계 등 5개의 기준을 통해서 3개국이 가진 국가페미니즘의 유사성과 상이성에 대하여 분석하고자 했다. 이와 같은 분석을 통해서 다음과 같은 결과를 얻게 되었다. 첫째,국가페미니즘의 활성화 여부는 국가권력의 성격이 결정적인 요인이라는 점을 확인할 수 있었다. 둘째, 초국가적 거버넌스 또한 국가페미니즘의 활성화에 주요 변수 역할을 하고 있었다. 특히 비서구 국가인 한국이, 서구국가보다 더 초국가적 거버넌스에 더욱 민감하게 행동한다는 점을 발견할 수 있었다. 셋째, 국가페미니즘의 활성화는 국가여성정책기구 및 젠더평등정책 강화라는 형태로 구체화되고 있었다. 국가권력의 성격과 초국가적 거버넌스에 의해서 강화된 국가페미니즘은 실제로 국가여성정책기구의 지속적인 확장과 젠더평등정책성격의 변화로 이어지고 있었다.
Abstract
The focus of this study is what kinds of social and political conditions strengthen the state feminism, comparing the cases of Sweden, Australia and South Korea. This study analyzes the similarities and differences in each of the state feminism by five standards: the political power, impact of the supranational governance, changes of women’s policy agency, changes in gender equality policy, and the relations between agency and women’s movements. The results are as followings: firstly, the character of political power is one of the most important decisive factors in whether the state feminism is vitalized or not. In other words, the state feminism is dependent on the character of political power; secondly, the supranational governance is also a decisive factor for making state feminism. Especially it finds out that South Korea, as one of non-western country, is more sensitive to supranational governance than the other countries; thirdly, the invigoration of state feminism finds a shape that strengthen women’s policy agency and gender equality policy. The state feminism forced by the character of political power and supranational governance is actually continued to extend women’s policy agency and change the nature of policy for gender equality.
