호주와 스웨덴 성인지 예산제도의 비교를 통한 한국에의 함의

이 연구는 외국의 성인지 예산제도 도입과 운영 경험을 통하여 우리나라의 성인지 예산제도에 대한 정책적 시사점을 도출하는 것을 목적으로 한다. 호주, 스웨덴, 한국의 성인지 제도에 대한 비교 분석 결과는 다음과 같다. 첫째, 호주와 스웨덴의 성인지 예산제도의 도입은 진보정권에 의해서 이루어졌다. 노조와의 협력관계를 유지함으로써 스웨덴과 호주의 예산개혁의 흐름은 관리지향적이며 개혁의 속도도 완만하였다. 반면, 한국의 경우 제도의 도입은 외적인 정당성을 높일 수 있다는 인식에서 이루어졌다. 둘째, 세 국가 모두 정부주도하에 성인지 예산제도를 도입하였다. 그러나 제도의 성숙과정은 차이를 보였다. 셋째, 정부기구 내 조정기구로, 호주의 경우 총리실 산하 여성지위실이 주도적인 역할을 하였으며, 스웨덴의 경우 성평등국과 재정부가 주축이 된 보다 체계적인 추진체계를 갖추고 있었다. 한국은 2010년 각 부처에 성인지 예산 전담관제를 도입하였다. 넷째, 예산제도의 특징으로, 호주의 경우 특정 의제에만 한정한 예산분석이 시행되고 있으며, 스웨덴에서는 성인지 내용을 포함한 예산안과 성별 경제적 자원배분 현황을 서술한 보고서가 병행 작성되며, 성 주류화사업은 120여개 이상의 정책영역에서 이루어지고 있다. 한국의 경우 대상사업이 광범위하며 사업별로 성별 수혜분석이 가능하다는 특징을 갖고 있다. 이 연구는 향후 한국의 성인지 예산제도 개선을 위해서는 정책결정자의 정치적 의지와 공무원들의 역량강화를 위한 교육 및 인센티브시스템, 정부주도의 연계기관들과의 파트너십 강화전략 등이 필요하다는 점을 시사한다.
Abstract
This paper explores the policy implications for gender budget system in South Korea via the experience to adopt and operate the gender budget policies in foreign countries. The results of analyzing the gender budget systems of Australia, Sweden, and South Korea are as follows. First, the introduction of gender budget systems was achieved by progressive governments in Australia and Sweden. The budget reforms in Sweden and Australia were carried out by maintaining a cooperative relationship with the labor unions. On the other hand, the introduction of the system in South Korea was implemented in the perception that it could heighten external legitimacy. Second, although in all three countries the gender budget systems were introduced by the governments, there was a difference in the maturing process of the systems. Third, OSW under the office of prime minister in Australia had played a leading role in implementing the policy, while Sweden had a more systematic system for implementation. South Korea has had gender budget coordinators in each department since 2010. Fourth, in Australia, there was a limited budget analysis according to specific agenda. In Sweden, the budget bill including the gender budget analysis and the status report on the gender economic resource distribution are normally put together, and gender main-streaming projects are carried out in more than 120 policy areas. In South Korea, the target projects are widespread, and a gender benefit analysis is possible for each project. This paper implies that there is a combined need for the political will of policy decision-makers, for appropriate education and incentive systems to strengthen the capabilities of public officials, and for strategies to enhance the partnerships between related institutions/ organizations, in order to improve the gender budget system of South Korea.
