영국독립당(UKIP)의 정치적 성장과 한계

초록

이 글은 2010년대 영국독립당(UK Independence Party, UKIP)의 정치적 성장요인과 그 한계를 분석한 것이다. 유럽 정당정치에서 포퓰리스트 우파정당들이 부상하는 경향과 함께 영국에서도 반EU적 포퓰리스트 우파정당인 영국독립당의 지지율이 크게 증가하고 있다. 영국독립당은 2013년 지방선거에서 거대 양당인 보수당과 노동당 다음으로 높은 득표율을 기록했으며, 2014년 유럽의회 선거 결과 득표율 1위를 차지하면서 영국 내 유럽의회 진출 정당 가운데 가장 많은 의석수를 보유한 정당으로 부상하였다. 또한 2015년 총선에서 오랫동안 제3당의 지위를 유지하고 있던 자유민주당보다 많은 표를 얻어 영국 정당정치에 충격을 주었다. 이 글은 영국독립당의 정치적 성장의 핵심 요인으로 영국 유권자의 정서적 요인과 정당 선호 변화를 가설로 설정하였다. 결과적으로 유럽회의주의, 반이주 정서, 세대가 영국독립당의 정치적 성장에 가장 중요한 요인인 것으로 확인되었다. 반면 여전히 논쟁적인 계급과 계층적 지지는 분명하게 확인되지 않았다. 하지만 정치적 무관심층이 아닌 기존의 정당지지를 철회한 소외된 노동자계급과 중산층의 영국독립당에 대한 지지가 증가하고 있는 것으로 나타났다. 영국독립당의 지속적인 성장가능성에 대한 한계요인으로는 첫째, 정책능력의 한계로 국민들이 중요하게 생각하는 여타 정책 이슈들에 대해서는 전문적인 대안제시를 하지 못함으로 인해 수권정당으로서의 가능성이 현저히 떨어지며, 둘째, 선거제도적 제약으로서 영국의 소선거구 단순다수 1위 대표제가 영국독립당이 의석수를 늘리는 데 제한이 되고 있다는 점이다. 이러한 분석결과는 기존 연구에서 주목하지 않은 영국독립당의 성장요인을 밝히고 정당지지 전환경로를 드러냄으로써 영국독립당의 지지기반과 그 한계를 보다 명확히 제시했다는 데에 의미가 있다.

Abstract

This article is about the political growth and limitations of the UK Independence Party (UKIP) in 2010s. As a hypothesis, it set political emotions and configurational changes of the electorate as crucial factors for the rise of political support for the UKIP. As a result of analysis, euroscepticism, anti-immigration sentiments, young generation were found to be the most important factors in the political growth of the UKIP. While it is still controversial whether the support of the ‘class’ for the UKIP exist or not, the ‘left-behind’ working- and middle-class voters having anti-immigration feeling changed their electoral support from the traditional major parties to UKIP. There are, however, some limitations that deter the more political growth of the UKIP. First, as a populist right party, the UKIP has extremely narrow policy packages. It can not suggest alternative economic or social policies if it was a nationwide and responsible political party should rightly hold. Second, the electoral system of the UK, First Past the Post, matters. So, currently, there is little possibility that the UKIP would be either a governing party or an "official" opposition party.
