(Convention for the Safeguarding of the Intangible Cultural Heritage)」(이하 ‘2003년 협약’)을 채택한 유엔교육과학문화기구(United Nations Educational, Scientific and Cultural Organization; 이하 ‘유네스코’)는 국민국가 간의 평화로운 관계를 지적·문화적으로 도모하기 위해1945년에 창설되었다.

Abstract

The United Nations Educational, Scientific and Cultural Organization (UNESCO), which adopted <Convention for the Safeguarding of the Intangible Cultural Heritage> in 2003, was founded in 1945 to promote peaceful relations between nation-states intellectually and culturally. UNESCO, which is contributing to world peace, seeks to achieve its political purpose, not through coercion or violence, but by cultivating an ethic in which individuals respect “human diversity” and internalizing “peace of the human mind”. UNESCO, an international organization consisting of the nation-states implements the policies based on the involvement and recognition of each nation-state, while at the same time realizes the international peace and universal values beyond the nation-state. This paradoxical aspect of UNESCO is well illustrated by the three concepts of the 2003 Convention: Community, Safeguarding, and Participation. Through the analysis of the three concepts, this paper reveals that the 2003 Convention reflects the recent change in the concept of cultural heritage(heritagization), and that its policy object has shifted from objects (and knowledge) to 'community', the policy objective from 'preservation' to the promotion of democratic values, and policy means from top-down enforcement to bottom-up 'participation'.
