기술개발이 경제성장을 위한 가장 중요한 자본으로 인식되는 지식기반경제의 패러다임에서는 대부분의 국가가 연구개발(R&D)에 대해 경쟁적으로 직․간접적인 지원을 확대하여 왔다. 직접지원의 장점은 정부가 원하는 특정분야에 집중해서 정부의 지원을 제공할 수 있다는 것이며, 단점은 정부의 판단이 틀린 경우 정부지원의 효과가 매우 낮게 나타난다는 것이다. 정부보다 민간의 시장에 대한 판단이 정확할 경우 직접지원보다는 간접지원이 더 효과적일 것이다. 따라서 대부분의 국가에서는 각 정책수단의 장․단점을 보완하기 위해 두 정책수단을 적절한 비중으로 혼합하여 사용하고 있는 것이 최근의 추세이다. 본고에서는 연구개발에 대한 정부지원의 실태를 구체적으로 분석하고, 연구개발과 관련된 주요 정책이슈에 대해서도 논의한다.
Abstract
Most countries have competitively provided direct and/or indirect government supports for private R&D to make their countries more competitive in the age of knowledge- based economy. The most important advantage of direct government supports over indirect supports is that the government can spend its expenditures on the targeted areas. However, if the government spending decision for the targeted areas turns out to be wrong, the efficiency of the spending would be very low. In this case, the efficiency of indirect supports would rather be much more higher. It is a trend that most countries use both direct supports and indirect supports to minimize the risk of policy decisions. Various important policy issues related to R&D supports are to be discussed in this paper.
