본고는 정부 투자 R&D 지원사업의 배분 실태에 대한 현황 분석을 통해 정부의 중소기업에 대한R&D 지원방식 개선방안을 모색하였다. 정부주도 중소기업지원 R&D 사업은 단기 프로젝트 위주로 진행되고 있어 산업 전체에 미치는 파급효과가 큰 연구보다는 사업수행 목적만을 채우기 위한 형식적·명목적 실적을 갖춘 사업만을 양산하고 있을 가능성을 내포한다. 또한 R&D 사업을 위한 부처별·사업별 통합관리시스템이 효율적으로 작동되지 않고 있어 반복·중복 참여업체의 도덕적 해이가상존하는데, 이는 동시에 사업의 차별성이 이루어지지 않음을 의미하며, 자원배분의 형평성 측면에서도 문제다. 따라서 정부의 중소기업 지원 R&D 사업은 연구개발의 성공 가능성과 예상 편익에 대한 판단이 가능한 통제되고 계획된 전문 인력이 주도하여야 한다. 정부 지원 사업에 대한 중복 혹은반복 참여 사업체의 도덕적 해이 문제를 해결하기 위해서는 시장실패가 일어나지 않는 분야에 대한정부 개입을 최소화할 수 있는 방안을 적극 모색해야 한다.
Abstract
This research, based on the analysis of its current distribution, investigated policy issues regarding government R&D support on SMEs. Due to its short-term project period, government-driven R&D investment on SMEs involves the possibilities of generating projects that is nominal to fulfill the purpose of the project. There is also the possibility of moral hazard problem associated with repeated participating establishments, for the distribution of government R&D support on SMEs, due to the lack of efficient integrated management system among government departments and divisional classification of R&D projects. Not to mention about the fairness among potential R&D firms applied government projects, this correspondingly implies that government R&D projects are not sufficiently differentiated. Promoting innovation of SMEs should be controlled by professionals who could estimate the future possibility of R&D success and its related expected benefits. To solve the moral hazard problems associated with repeated participation of the same SMEs, it is important to investigate ways minimizing the intervention of government in the project areas where the market failure has not been occurred.
