본 연구는 최근의 대선공약과 국정과제에 나타난 혁신성장의 의미와 특징을 살펴보고 정부 주도형 혁신성장 정책의 한계와 부작용을 논의하였다. 혁신성장 정책이 경제의 불균형 구조를 고착시켜 중소기업의 정부지원 의존성을 가중시킨다고 주장하고, 혁신성장을 위한 경제구조 개혁과 경제 체질 개선이 우선적으로 필요하다는 점을 강조하였다
Abstract
The purpose of this paper is to discuss the meanings and characteristics of innovative growth delineated in national policy agenda of the 20th President Transition Committee well as economic policy pledges by major candidates in a recent presidential election. It is argued that government-led innovative growth policy is another form of imbalanced economic growth policy that has been utilized for decades to boost Korean economy’s growth potential to the fullest. The shortcomings and limitations of such artificially-driven innovative growth lie in the fact that economic disparity is exacerbated and SMEs suffer from severe disadvantages arising from a combination of market failure and government failure. It is concluded that reform of economic structure should be sought before taking on innovative growth policy.
