Abstract

This study analyzes the effects of governmental premium subsidy and disaster relief grants on household purchase of the National Storm and Flood Insurance, using panel data on 225 local governments’ National Storm and Flood Insurance purchases and post-disaster relief grants for the years 2015~2019. We find that a county’s flood insurance take-up rate increases with the increased premium subsidy. The positive effect of the premium subsidy on increasing the take-up rate is more pronounced in a county with greater flood risks and a county with greater home-ownership rates. In addition, we find that increased disaster relief grants reduce a county’s flood insurance take-up rates in a group of low-income households, which provides empirical evidence on the crowding-out effect of disaster relief grants.
