광역지자체 부과·징수 행정 미시자료를 이용한 생태계보전협력금 체납 특성의 파악 및 제도개선안에 대한 비판적 검토

본 논문에서는 환경부 소관 부담금 중 하나인 생태계보전협력금의 2012~2016년 기간에 걸친 17개 광역지자체의 부과·징수 미시내역 3,124건을 이용하여 협력금 체납 특성을 분석하였다. 로짓 및 OLS모형을 이용해 체납확률과 체납액 규모에 영향을 미치는 요인들을 살펴본 결과, 민간사업자의 체납확률이 공공기관에 비해서 상당히 높다는 점, 분납방식이 체납확률을 높이거나 체납액을 증가시키지는 않는다는 점, 산업SOC·생활SOC·개발사업들에서 체납 확률이 높아진다는 점, SOC유형 사업들에서 체납액이 커지는 데 비해서 개발유형 사업들에서는 체납액이 상대적으로 작아진다는 점을 발견할 수 있었다. 이는 민간사업자들 및 개발사업에 대한 추가적인 부과징수 관리와 노력이 필요함을 시사한다. 또한 실증 결과를 토대로 최근 논의 중인 제도개선안을 검토한 결과, 제도개선안이 문제점들을 개선하는데 전체적으로 도움이 될 것으로 보이지만, 분납기준의 명확화와 선납제로 인한 행정·순응비용의 증가를 최소화할 추가적인 대책도 고려할 필요가 있다는 결론에 이르렀다.
Abstract
The Ecosystem Conservation Cooperation Charge System was introduced to suppress excessive development projects harmful to the environment and to raise money for restoration of ecosystem in Korea in 2001. However, it has been criticized for persistently low collection rates and the large amount of arrears. In this paper, we analyze the characteristics of the arrears of the Ecosystem Conservation Cooperation Charges, with binary logit and OLS models using the administrative data from the seventeen Metropolitan Local Governments acting as collecting agencies for the Department of Environment. Our estimation results show that both private businesses and development projects are more likely to fail to pay their charges than public enterprises and other types of projects. With the empirical evidences, we also examine the measures recently proposed by the Department of Environment to improve the current Ecosystem Conservation Cooperation Charge System.
