(Not Out Of My Pocket)

Abstract

This article has clearly defined the ‘NOOMP (Not Out Of My Pocket)’ phenomenon as a tendency to avoid one’s own tax burden, not negative attitudes towards a tax increase in general, and explored how the NOOMP phenomenon appears in terms of a tax increase for a basic income instead of welfare expansion. This study has developed the ‘Basic Income NOOMP Index,’ which objectively measures the strength of the phenomenon, and investigated which factors significantly influence the index and the main variables used to produce it. According to the results of the analysis, the value of NOOMP index for low-income earners is 0.89, which is quite high, while the values for high-income earners and people who ranked themselves at the top of the subjective social status are 0.33 and 0.31, respectively. Among the determinants of the NOOMP index, the impact of the high-income earners compared to low-income earners was the strongest, and its effect was also the strongest among the determinants of the level of the extra income tax. That is, the higher a person’s income, among those who agree with a tax increase for a basic income, the lower the NOOMP phenomenon as the extra amount of income tax that the person is willing to pay increases.
