국민참여예산제도의 사업채택요인에 관한 연구

초록

본 연구는 국민참여예산사업의 채택 영향요인을 검증한다. 우리나라에서 참여예산제도는 재정의 투명성 및 책임성을 향상하고, 민주적 대응성을 강화하기 위해 2003년 지방정부에서 주민참여예산제도가 도입되었으며, 중앙정부 차원에서는 2018년 국민참여예산제도가 본격적으로 도입･시행되었다. 국민참여예산제도는 시행 기간이 짧아 주민참여예산제도에 비해 관련 연구가 부족한 실정이다. 이에 본 연구는 국민참여예산제도를 대상으로 사업의 채택요인을 확인하여 향후 국민참여예산제도의 발전방향 및 시사점을 도출하고자 하였다. 분석은 사업으로 인한 편익의 범위, 사업 제안자의 이익집단 여부, 전문성 여부, 그리고 제안서 심사 부처의 예산규모가 사업채택에 미치는 영향을 분석하였다. 분석결과, 사업 제안자의 특징이 사업채택에 긍정적인 영향을 미쳤으며, 제안서 심사 부처의 예산규모는 부정적인 영향을 미친것으로 나타났다. 연구결과를 바탕으로 국민참여예산제도의 향후 발전을 위해 제안사업 심사에 있어서의 익명성 확보, 일반 제안자들을 위한 사업 전문성 확보 방안마련 등을 제안하였다.

Abstract

This study verifies the factors influencing the adoption of the project in national participation budget system. The participatory budget system is a system that transfers political decision-making led by the government to the public, and has the advantage of strengthening the transparency and democratic validity of the budget. In Korea, it was introduced by local governments in 2003, and the “national participation budget system” at the central government level was implemented in earnest in 2018. Since the national participation budget system has a short implementation period, academic research of the system is insufficient compared to the resident participation budget system. Therefore, the study attempted to derive the future development direction and implications of the public participation budget system by identifying the factors for adopting the project for the public participation budget system. For the analysis, the scope of the benefits of the program, the interest group, expertise of the project proposer, and the budget size of the proposal review department were set as independent variables, and the factors influencing project adoption were analyzed using logistic regression. As a result, we found that the feature of the project proposer and the budget size of the proposal review department could effect on the project adoption. Based on the research results, we proposed to secure anonymity in the review of the proposed project and to prepare measures to secure project expertise for general proposers.
