자료포락분석 및 토빗회귀분석을 활용한 사회적기업의 상대적 효율성 분석

초록

본 연구는 사회적기업의 상대적 효율성 지수를 파악한 후 그를 분석하여 유의한 시사점을 고찰하고자수행되었다. 경영공시가 이루어진 사회적기업 158개사를 분석대상으로 자료포락분석과 토빗회귀분석을 통해 각 사회적기업의 효율성 지수를 산출하고, 그 효율성 지수에 대하여 영향력이 가장 큰 요인을 판별하였다. 분석결과, 사회적기업의 경영 역량과 성과에 관한 기업별 편중이 심했지만 기업의 경제적 측면과 역량이 사회적 가치 달성 수준은 무관했다는 점, 사회적 가치 측면의 성과를 늘리기 위해서는 근로자 수와인건비의 조절이 필요하다는 점, 가장 비효율적인 사회적기업 두 곳을 포함해 사회적기업 대부분이 순수기술적 비효율이 원인이 되어 효율성 제고가 필요하다는 점, 효율성 증대에는 서비스제공인원 수와 취약계층고용 수 등 사회적 가치의 증가가 대폭 선행되어야 한다는 점, 지역별로는 수도권, 유형별로는 일자리제공형 사회적기업이 다수였지만 양극화가 심하고 사회서비스제공형 사회적기업의 효율성 수준이 상대적으로낮다는 점, 사회적기업의 효율성 지수에 가장 큰 영향력을 행사하는 요인은 산출요인인 취약계층고용 수라는 점 등이 확인되었다. 이를 바탕으로 금전적 지원보다 독창성 있는 고객확보 전략이나 사회적기업에 최적화된 마케팅방법론 개발에 대한 적극적인 지원과 협조가 우선되어야 하며, 사회적기업들마다 브랜드 정체성을 정립하고 사회적기업 종사자들이 브랜드 리더십을 고취할 수 있도록 유도해야 한다고 제언하였다.

Abstract

This research was conducted to identify the relative efficiency of socialenterprise and derive meaningful implications from it. The study applied dataenvelopment analysis(DEA) and Tobit regression analysis to 158 publicly disclosedsocial enterprise to estimate their efficiency index and determine the factors thatexert the greatest influence on the that index. The result of the analysis shows that, although there existed a serious bias inmanagerial competence and achievement of social enterprise, such bias wasirrelevant in terms of achieving social values. Here are some of the importantobservations from the study: It is necessary to adjust the number of employeesand their wage in order to achieve higher social values. Most socialenterprise(including the two social enterprise with the highest inefficiency)required efficiency enhancement on account of purely technical inefficiencies. Efficiency enhancement must be preceded by a dramatic increase in social valuessuch as an increase in the number of service providers and the number of peoplehired from socially vulnerable groups. Although most social enterprises were fromthe metropolitan area and of a job creation type, there was a large gap betweenthose and the efficiency of the social service providing type corporations whichwas relatively low. The greatest factor that influences the efficiency index ofsocial enterprises was the number of people hired from socially vulnerable groups. Our recommendations were: In the future, there should be support andcooperation for developing more creative customer retention strategies ormarketing methods optimized for social enterprises that precede financial support. The corporations must be guided to establish their own unique identity as socialenterprise and their employees should be encouraged to enhance brand leadership.
