사회적 경제 생태계 구성조직 역할 중요도 연구: 전라북도 사회적 경제 중심으로

정부는 사회적 경제 활성화를 위한 다양한 정책을 펼치고 있다. 일자리 창출⋅양극화 해소⋅고령화 등 사 회문제를 해결하기 위한 정책적 대안으로 사회적 경제 활성화에 집중하고 있다. 하지만 사회적 경제 활성 화를 위한 기본적인 생태계 구성조직의 중요성에 관한 연구는 여전히 미흡하다. 이에 본 연구는 사회적 경 제 생태계 구성조직 예비 창업가, 사회적 경제 창업기업, 중간지원조직 및 전문가 등을 대상으로 사회적 경제 활성화 우선순위가 무엇인지 실증분석하였다. 본 연구 분석결과 구성조직 상위요인에서 사회적 경제 기업(0.446), 중간지원조직(0.292), 정부조직(0.261) 역할 순으로 중요도가 분석되었다. 또한, 하위요인에서는 협력과 소통(0.160), 사회적기업가정신(0.155), 비 즈니스 역량(0.131), 제도적 장치(0.099), 재정지원(0.098), 전문성 강화(0.082), 정책연계(0.077), 운영지원 (0.069), 컨트롤타워(0.065), 네트워크(0.064) 순으로 중요도 10가지 우선순위가 분석되었다. 따라서 본 연 구결과 사회적 경제 생태계 구성조직에서 정부조직, 중간지원조직보다는 실질적으로 생태계에서 활동하는 사회적 경제 창업기업들의 역할이 가장 중요함을 증명하였다. 그리고 전체적인 하위요인에서 사회적 경제 활성화를 위해 생태계 구성조직 간 ‘협력과 소통’이 가장 중요함을 검증하였다. 지역 단위 비즈니스 시스템 과 결합이 될 수 있도록 사회적 경제 기업들의 협력과 소통 역할이 중요하다는 시사점을 도출하였다. 본 연구를 통해서 지역 사회에서 사회적 경제 활성화를 위한 우선순위 도출, 방향성 수립으로 정책적 함의를 도출한 연구적 의의를 가진다.
Abstract
The government is implementing various policies to revitalize the social economy. It is concentrating on revitalizing the social economy as a policy alternative to solve social problems such as job creation , resolution of polarization , and an aging population. However, studies on the importance of basic ecosystem organization for revitalizing the social economy are still insufficient. Therefore, this study empirically analyzed the priorities of social economy activation targeting preliminary entrepreneurs, social economy start-up companies, intermediate support organizations , and experts in social economy ecosystem constituent organizations. As a result of the analysis , the importance was analyzed in the order of the roles of social economy enterprises (0.446), middle support organizations (0.292), and government organizations (0.261) in the top factors of constituent organizations. Also, in the sub-factors, cooperation and communication (0.160), social entrepreneurship (0.155), business capability (0.131), institutional arrangements (0.099), financial support (0.098), professional reinforcement (0.082), policy linkage (0.077), and operation Support (0.069), control tower (0.065), and network (0.064) were analyzed in order of importance 10 priorities. Therefore, as a result of this study, it is proved that the role of social economy startup companies that are actually active in the ecosystem is the most important in the social economy ecosystem constituent organization, rather than the government organization and intermediate support organization .In addition, it was verified that ‘cooperation and communication’ between ecosystem constituent organizations is the most important for revitalizing the social economy in the overall sub-factors. The implication was drawn that the role of cooperation and communication of social economy enterprises is important so that they can be combined with the local business system.Through this study, it has the research significance of deriving policy implications by deriving priorities and establishing directions for social economy revitalization in the local community.
