Abstract
This study aims to develop a social economy model based on fishing communities. To achieve this goal, literature reviews, field surveys, and in-depth interviews were conducted. The scenarios and policy implications derived from the research indicate that the social economy model based on fishing communities has positive effects in terms of economic self-sufficiency, strengthening social solidarity, and environmental protection. The active participation and cooperation of residents, financial and policy support from the government and local authorities, and tailored strategies reflecting regional characteristics emerged as key success factors for the model. However, it was also found that certain constraints, such as insufficient initial funding, legal and institutional limitations, and market uncertainty, could impact the sustainable implementation of the model. The key findings of this study include:1. Establishing a theoretical framework for the social economy in fishing communities: The study formulated a theoretical foundation for the social economy model suitable for fishing communities based on cooperative theory, sharing economy theory, social enterprise theory, and sustainability theory. 2. Deriving key components and strategies of the model: The study identified a community-centered organizational structure, diversified revenue generation, utilization of digital and sharing economy infrastructure, and customized strategies reflecting regional characteristics as core elements of the model. 3. Providing policy implications: The study proposes specific action plans for the development of fishing communities and the establishment of a sustainable social economy model, including sustainable model design, capacity building for residents, financial and legal support, and the enhancement of digital infrastructure.
