Abstract
This study aims to analyze the nature and methods of Baekje’s territorial governance by reviewing prior research on the so-called “indirect rule,” as well as the roles of wang(王) and hou(侯), and the tamno(檐魯), which are understood to have advanced the centralization of Baekje’s political authority. The term “indirect rule” does not imply a passive form of governance that merely acknowledged the vested interests and autonomy of regional elites. Rather, it is presumed that the central government exercised control and management over subordinated regions based on collected data such as population figures and agricultural output obtained during the process of subjugation. While some have interpreted the titles of wang and hou as referring to locally dispatched administrators, these titles also functioned as hereditary or honorific ranks(爵號) granted based on blood relations with the king or meritorious service. It is therefore assumed that Baekje adopted a similar system, providing Sik-eup(食邑) commensurate with these ranks. While the tamno reflect an official form of local governance akin to counties and commanderies, the appointment of royal kin also retained an aristocratic(爵的) dimension, indicating that these posts were not devoid of personal or familial privilege. The use of regional elites through “indirect rule,” the enfeoffment of central aristocrats with wang and hou titles, and the dispatch of royal kin to tamno appear to have occurred simultaneously. It is thus important to consider the balance between administrative(官的) forms of territorial control-such as the tamno, which functioned like counties-and aristocratic mechanisms, through which Baekje exercised governance via powerful individuals or lineages, whether they were central nobles or regional chieftains.
