Abstract

Cooperation among South Korea, China, and Japan in the Northeast Asian region is apparently necessary due to economic, geographical, and political reasons. Nonetheless, South Korea, China, and Japan share conflict and distrust among them due to their past history, nationalism, and territorial disputes. However, these countries have been making continual efforts through various regional plans and visions to maintain cordial relationships and promote cooperation among them. The present study reviewed and evaluated the efforts and roles of the South Korean government to strengthen cooperation among the three countries and various districts in the Northeast Asian region. In addition, the study revealed the limitations in strengthening cooperation at the central government level. It also showed the gradual stimulation in international exchanges and cooperation among local governments due to recent domestic political changes in these countries through “The Association of Northeast Asia Regional Government (NEAR),” “Korea–China–Japan Local Government Exchange Meeting,” and “The Organization for the East Asia Economic Development.” Alternative options were sought to strengthen cooperation in the Northeast Asian region by analyzing exchanges among local governments.
