초록

사이버공간은 육지, 바다, 항공, 우주에 이어 강대국 간의 군사력 경쟁이 전개되는 다섯 번째의 전장이 되고 있다. 미중간 패권경쟁 속에서 양국은 사이버 안보를 위한 군대의 역할을 강화하고있으며, 사이버 사령부를 별도로 설치하는 것은 물론 최근 사이버사령부의 위상과 통합역량을 강화하기 위한 제도적 조치들을 취하고 있다. 또한 사이버 공간에서의 공격력과 억지력을 강화하기위한 기술적 노력, 그리고 민관협력의 필요한 구조들을 발전시키고 있다. 사이버 공간의 미중 군사력 경쟁이 첨예화되는 한편으로북한의 사이버 공격력은 세계안보의 최대 위협이라고 지적될 만큼 급격히 강화되고 있고 또 대담해지고 있다. 2017년 랜섬웨어의배후로 북한이 지목된 이후 사이버 공간에서 북한은 대표적인 불량국가로 부상하면서 세계의 우려와 경계가 높아지고, 이에 대한제재와 적극적 대응의 필요성들이 논의 되고 있다. 주요 강대국들의 사이버 군사력 경쟁과 함께 사이버 공간에서 의 불량국가 북한의 부상은 한국의 안보환경에 주요한 영향변수이다. 한국에서 사이버 안보에 대한 관심과 필요성이 증대됨에도 불구하고 여전히 한국이 어떠한 사이버 위협에 처해 있는지 어떠한 방향에서 사이버 안보를 강화해야 하는 지에 대한 구체적인 논의와 대안이 취약한 것이 사실이다. 이에 본 논문은 미중간 사이버 경쟁을 군사안보적 측면, 즉 미중 양국 간 사이버 군비경쟁에 초점을 두고 분석하는 한편, 북한 사이버 위협의 부상과 이를 둘러싼 미중경쟁구도를 함께 분석한다. 본 논문은 사이버 공간에서 한국이 처한 안보정세가 북핵문제와 미중경쟁에 직면해있는 전통적인 안보정세를 닮아가고 있다는 점에 주목한다. 미중 사이버 군사력경쟁과 북한위협의 부상에 따른 한국 사이버 안보 위협의 증대와 사이버 안보협력의 제약을 살펴보고, 한국 사이버 안보정책에 주는 함의와 정책적 과제를 제시한다. 미중 패권경쟁의 강화 속에서 한미동맹과 한중협력을 병행 발전시켜야 하는 과제, 그리고 비핵화와 함께 한반도 평화안정의 문제를 동시에 해결해야 하는 과제가 사이버 공간에서도 유사하게 적용되고 있다는 점을 보여주고 이에 대한 전략적 접근의 필요성을 제기한다.

Abstract

With the rise of cybersecurity issues, hegemonic power struggle between U.S. and China leads to the arms race of two country in cyber space. They are strengthening the role of the military for cybersecurity. In addition to establishing a separate cyber command, the two countries are taking institutional measures to strengthen the status and integration capabilities of the cyber command. They are also developing technological efforts to strengthen attack and deterrence in cyberspace and necessary structures for public-private cooperation. With cyber arms races between U.S. and China intensifying, North Korea’s cyber-attack capacity is rapidly becoming stronger and bolder and is pointed out as the greatest threat to global security. Since North Korea has been identified as the backbone of Ransomware in 2017, North Korea has emerged as a major rogue state in cyberspace. The rise of North Korea threat along with the arms races between U.S. and China in cyber space is a major influence on the security environment in South Korea. Despite the growing interest and necessity in cyber security in South Korea, it is true that there is still a specific discussion and alternatives on how to face cyber security in South Korea. This paper focuses on the fact that the South Korea’s security situation in the cyber space resembles the traditional security situation-facing the North Korean nuclear threat and the US-China competition. This study examines the increasing threat of cyber security and the constraints of cyber security cooperation on the rise of cyber security competition between U.S. and China. In the conclusion, the policy implication of these intensifying cyber arms races between U.S. and China and the rise of NorthKorea threat in cyberspace is investigated and policy options for cyber security of South Korea are suggested.
