이 연구의 목적은 캐나다 사례에 기초해 시민 정체성 함양을 위해 한국 사회에서 고민해야 할 사항이 무엇일 수 있는지를 탐색하는 데 있다. 이를 위해 우선 캐나다가 시도했던 시민성 교육의 역사를 간략히 살피고, 이어서 시민성 교육을 둘러싼 쟁점이 무엇인지를 네 가지로 나누어 살펴보았다. 이상의 연구가 주는 함의를 요약하면 다음과 같다 . 첫째, 한국인이라는 국가/국민 정체성의 일반 특성을 나열해 가르치려는 목록 기반 접근의 한계를 우리 역시 생각해 봐야 할 것이다. 둘째, 우리도 ‘중첩된 정체성’이나 ‘양방향 과정’으로 진행되는 시민 정체성 교육의 문제를 다루는 새로운 개념을 어떻게 만들어 낼 것인지를 본격적으로 고민할 필요가 있을 것이다. 셋째, 시민 정체성 교육을 누가 통제하든 ‘시민적 최소주의’ 나 ‘도덕적 최소주의’ 원칙의 관점에서, 시민 정체성 교육에서 요구되는 시민적, 도덕적 ‘최소주의’가 무엇이어야 하는지를 고민할 필요가 있을 것이다. 넷째, 시민 정체성 교육에서 일종의 영웅사 같은 내용을 가르치는 접근에서 벗어나, 활동가로서의 시민성을 함양하는 것을 중요하게 고려할 필요가 있을 것이다.
Abstract
The aim of this study is to explore what we need to consider to cultivate a shared civic identity based on the Canadian case. In order to achieve this aim, I first outlined the history of citizenship education that has attempted to cultivate Canadian identity. Next, I discussed four issues surrounding Canadian civic identity education. The results of the study are summarized as follows: First, we should consider the limitations of an inventory-based approach that lists and teaches the characteristics of Canadian national identity. Second, we will need to think about how to create a new concept that deals with the issues of civic identity education. Third, regarding the issues surrounding the control of civic identity education, it will be necessary to consider what civic “minimalism” should be required in shared civic identity education. Fourth, we need to consider cultivating citizenship as activists, rather than teaching a kind of heroic history in civic identity education.
