본 연구는 미국의 중동 외교 수단으로 활용되어 온 무기거래의 파급효과에 관한 논쟁을 염두에 두고 트럼프 행정부의 사우디아라비아 무기이전 외교정책에 대한 사례연구를 시도한다. 트럼프 대통령의 사우디아라비아 무기거래 외교 사례는 강대국 무기거래 외교의 긍정적·부정적 측면을 동시에 함축하는 것으로 평가된다. 우선 트럼프는 이란에 대한 위협인식을 공유하며 정치적 영향력 및 억지력 확보를 위해 사우디아라비아에 대한 무기이전 외교를 강조한다. 하지만, 예멘 내전의 인도주의적 위기 발발은 워싱턴이 판매한 무기거래의 역효과를 둘러싼 논쟁을 심화시키고, 미국 의회 및 국제 인권기구의 비난을 촉발시키게 되었다. 이러한 논쟁 격화 속에서 무함마드 빈 살만 왕세자는 사우디 비전 2030 하에서 자주국방 강화를 더욱 강조하고 있으므로 한국 방위산업의 사우디아라비아 진출을 위한 체계적 전략 마련이 필요하다.
Abstract
This study examines the Trump administration’s arms transfer toward Saudi Arabia in the context of the debates on the role of arms trade in American foreign policy. This case study demonstrates both positive and negative aspects of arms transfers as superpower diplomacy. First of all, the Trump administration has actively promoted arms transfers to Saudi Arabia in order to gain political power and influence, strengthening deterrent capability due to the common threat from Iran. However, when the world’s worst humanitarian crisis is unfolding in Yemen, the negative side effects of its arms sales have been highlighted under sharp criticism from the American Congress and international human rights groups. Under the circumstances, Saudi Arabia has sought to reduce its arms dependence on Western countries and build up its own defense industry under Saudi Vision 2030. Therefore, an integrated strategy will be essential to the consolidation of cooperation in the defense industry between South Korea and Saudi Arabia.
