미국의 대중동 정책 변화와 인도 태평양 지역으로의 군사력 전환은 지역 내에서 미국의 패권적 질서가 약화되고 다극화되는 현상을 낳았다. 이는 미국과 중동 주요국의 비대칭 동맹관계에서 강대국의 동맹 신뢰성 약화와 이에 따른 후기 동맹 딜레마로 연결되었다. 이에 아랍에미리트, 사우디아라비아, 카타르 등 중동 주요국들은 방기의 위험 속에서 자신들의 자율성을 활용하여 기존의 미국 의존도를 낮추고 군사 분야에 있어 협력 대상을 다양화함과 동시에 자국의 자체적 방위산업 육성함으로써 군사력을강화하는 방향으로 정책을 변경하였다. 이 과정에서 위 국가들은 우리나라를 포함한 아시아 국가들과의 교류를 통한 협력을 강화하고 있다. 특히 최근 우리나라와 중동 간 방산협력 규모가 커지고 있다. 이럴 때일수록 장기적 관점을 가지고, 방산 협력 대상국이 가치를 공유하는 국가인지, 기술이전 관련 발생할 수 있는 이슈는 없을지, 해당국에 맞춤형 수출전략은 무엇인지 고민해야 한다.
Abstract
The United States' 'pivot to Asia' strategy has led to a weakening of the US hegemonic order in the region and to multipolarization, which has weakened the credibility of the alliance and created a second alliance dilemma. In response, the United Arab Emirates, Saudi Arabia and Qatar have changed their policies to reduce their dependence on the US by diversifying their military cooperation partners and strengthening their military capabilities by developing their own defense industries. These countries are strengthening cooperation through exchanges with South Korea, and the scale of defense cooperation between Korea and the Middle East has increased. In such a situation, it is important to take a long-term view and develop tailored export strategies.
