A Study on the Improvement of Korean Nuclear Safety Regulation from Small Modular Reactor License Perspective

In the current situation where energy supply and demand is difficult around world, SMRhas emerged as an alternative to achieving energy independence and carbon neutrality. In an effort to,more than 70 different SMR models are being developed around the World. SMR, which reflects nextgenerationtechnology, has different design characteristics such as nuclear fuel and safety systems fromthe current operating nuclear power plants, so it is necessary to establish a specific safety regulationsystem. Therefore, this study examined the trends of SMR R&D and investigated and analyzed the trendsof IAEA, the United States, and Canada, which are preemptively establishing SMR licensing systems,to suggest the direction of establishing SMR licensing in Korea. Through this study, it is necessaryto improve laws, systems, and regulations by grasping global research trends in the preparation ofKorea’s SMR licensing system. In addition, it is necessary to create an industrial ecosystem in whichvarious subjects can participate. It is judged that it is urgent to prepare a preemptive licensing system topreoccupy the global market in the future.
